This position is located in the Department of Homeland Security (DHS), Office of Intelligence & Analysis. The primary purpose of this position is to serve as the principal advisor and second-in-command to the Director, WM&E, within the Office of Intelligence and Analysis (I&A), Department of Homeland Security. Major duties
As a Supervisory Management and Program Analyst (Deputy Director, Workforce Management & Engagement), GS-0343-15, your typical work assignments may include: Serves as the principal advisor and deputy to the Director, Workforce Management and Engagement (WM&E) Division, supporting the planning, organization, and direction of WM&E functions and ensuring workforce management activities comply with legal and regulatory requirements and align with organizational goals and objectives. Manages and coordinates the l&A and Intelligence Enterprise (IE) Joint Duty Programs, fostering robust developmental opportunities for intelligence professionals across the interagency enterprise. Provides oversight of workforce analytics, organizational staffing allocations, and position management activities to ensure alignment with mission priorities and workforce requirements. Designs and conducts studies and analyses of division functions and processes to identify opportunities for improvement, recommending and implementing changes to enhance the quality, efficiency, and effectiveness of workforce management programs. Coordinates and prepares responses to Congressional requests and tasks related to human capital, including reports, briefings, and data calls. What you need to qualify
Specialized Experience You must possess the specialized experience equivalent to the next lower grade level in federal service (GS-14) or public or private sector equivalent. For this position, specialized experience is defined as: Mastery of management and program analysis principles, methods, and practices sufficient to direct and evaluate complex workforce management and organizational effectiveness programs. Expert knowledge of strategic workforce planning, organizational management, and human capital principles sufficient to support division-wide workforce initiative and operational priorities. Mastery of analytical and evaluative methods sufficient to assess workforce challenges, identify systemic issues, and develop solutions to complex organizational problems. Comprehensive knowledge of Federal workforce policies, Executive Orders, DHS directives, Intelligence Community guidance, and workforce management regulations. Knowledge of organizational design, talent management, succession planning, position management, and performance management sufficient to advise leadership and improve organizational effectiveness. Mastery of communications, collaboration, and stakeholder engagement techniques sufficient to represent the organization before senior officials and interagency partners. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. This position is designated as Emergency Essential. Emergency Essential personnel must be able to serve during a continuity of operation event without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.
