Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Distributes and balances the workload among employees in accordance with established work flow or job specialization, assures timely accomplishment of the assigned workload, and assures that each employee has enough work to keep busy. Keeps in touch with the status and progress of work, and makes day-to-day adjustments in accordance with established priorities, obtaining assistance from the supervisor on problems that may arise, such as backlogs that cannot be disposed of promptly. Estimates and reports on expected time of completion of work, and maintains records of work accomplishments and time expended and prepares production reports as requested. Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies. Gives on the job training to new employees in accordance with established procedures and practices. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-10: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Applying provisions of the Internal Revenue Code, revenue rulings, revenue procedures, regulations, court decisions, Internal Revenue Manual (IRM) and other guidelines. Resolving full range of unsatisfied tax account cases which are the most complex interest calculation (e.g., Net Rate, tax appeals, other interest abatement) issues and examine conditions involving both intra and interrelated matters (e.g., multiple tax periods and their relation to each other). Utilizing investigative techniques and research to interpret, apply, and create the appropriate resolutions for a range of issues or problems. Applying the interest rates and statutory limits for assessing tax, penalty and interest, and methods for calculating interest to resolve interest issues; and wide range of conditions (e.g., inconsistencies in computer computation, numerous computational errors from prior adjustments to tax penalty and restricted interest). Analyzing multiple tax years and multiple adjustments to compute complex interest calculations to resolve a range of issues or problems. Providing on the job training and assistance on complex restricted interest to lower grades and restricted interest to service center employees. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
