MANAGER
What you'd do
You will serve as a MANAGER in the WEAPONS RESEARCH AND EVALUATION DIVISION of NAVSURFWARCEN IH DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to the GS-14 and GS-15. This position may be eligible for Supervisory Pay Differential of up to four (4) percent.
Major duties
You will serve as the Division Director for the Weapons Research and Evaluation Division, and will be responsible for the management, supervision, and oversight of a large multi-disciplined division. You will lead and manage the execution of Research, Development, and Evaluation projects within the division to include project execution, resource management (personnel, equipment, and facilities) and technical guidance to optimize performance. You will ensure compliance with all applicable safety regulations, including Operational Risk Management standards and OP-5. You will monitor and guide project execution to ensure high-quality deliverables that meet strict Naval and Joint Force requirements while maintaining fiscal accountability. You will lead collaboration and integration initiatives across NSWC Indian Head and build strategic alliances with external stakeholders, i.e. DON, DoD, industry partners, academic institutions, and international partner nations You will align division capabilities with emerging Fleet requirements, securing and sustaining program sponsorship from existing and new sponsors. You will oversee the transition of advanced research, to meet Fleet and Joint Force warfighting gaps by directing the discovery, formulation, synthesis, modeling, and evaluation of novel energetic system.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional scientist or engineer leading the planning, execution, or management of projects, programs, or initiatives related to energetic material systems by directing the discovery, formulation, synthesis, modeling, or evaluation of novel energetic systems in support of Naval and Joint Force weapon requirements.
