Financial Specialist
What you'd do
This position is part of the Council of Inspectors General Integrity Efficiency. The incumbent will be responsible for reviewing and analyzing budget estimates, financial plans, operating budgets, income and expense, and other financial data.
Major duties
Duties below are listed at the full performance level: Performs analytical work involving the identification, research, analysis, and monitoring of financial management records and systems data to ensure accuracy and compliance with Federal requirements. Reviews and reconciles financial reports generated by financial reports generated by financial management systems, identifies discrepancies, and processes adjustments to ensure financial accuracy. Evaluates financial operations, policies, procedures, and internal controls to identify deficiencies and ensure compliance with Federal financial management regulations and OMB Circular A-123. Plans and manages financial management processes supporting the allocation and control of financial resources, including development of goals, objectives, plans, and priorities. Provides financial guidance and analysis to management on financial policies, regulatory requirements, financial reporting, and program operations, including preparation of financial reports and statements.
What you need to qualify

Only experience and education obtained by the closing date of this announcement will be considered. At the GS-09 level, you must meet the following qualification: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-07) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience is defined as: Demonstrated expertise in using G-Invoice for inter-agency billing and payment processes, ensured accurate transaction records and compliance with federal financial management standards; Utilized Oracle financial management systems for data analysis, reporting, and budget tracking; Conducted reconciliations and generated financial reports; Managed and monitored budgets, employed analytical skills to track expenditures against budgets, identified variances, and recommend actions; and Enforced internal controls to safeguard assets and ensured financial integrity. OR Must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field or LL.B or J.D. from an accredited college or university, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. OR Must have completed a combination of education and experience as described above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree beyond one (1) year (18 semester hours) and divide by 18. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
