Organizational Location: These positions are located in the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI), in Mount Laurel, New Jersey; Spring, Texas. Salary: The salary range indicated in this announcement will be adjusted to include locality payment for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.

Major duties

As a Management and Program Analyst, you will perform the following duties: Advises senior management on systemic improvements of immigration enforcement, program operations, and agency missions. Evaluates processes or programs to improve organizational effectiveness, efficiency, and achievement of agency objectives. Conducts complex studies and analyses, identifies program issues, evaluates alternatives, and recommends policy, process, and resource improvements. Evaluates proposed legislation, executive orders, directives, and policy changes to determine program impact and prepare recommendations for leadership. Represents the organization with agency leaders, federal partners, and external stakeholders to present findings and advance program initiatives.

Specialized Experience: GS-14: Applicant must demonstrate at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service, performing 3 or more of the following: Evaluating programs to identify how to improve efficiency and effectiveness; Establishing guidance or directives that address program requirements and organizational priorities; Providing advice to senior leadership on program effectiveness and operational performance; and, Collaborating with senior-level stakeholders on the implementation of major program initiatives or legislative reforms. All qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
