Major duties

General Manager Duties: As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Manage complex projects and programs that deliver data-driven solutions to various IRS program areas. Oversee the identification and application of a range of analytical methods and techniques suitable to each research question. Provide guidance to subordinate employees in conducting research, analyzing data, solving complex issues such as identifying noncompliance, estimating taxpayer burden, and evaluating taxpayer service channels. Provide data-driven insights to improve the taxpayer experience, tax compliance, and enterprise operations. Make recommendations to top officials regarding opportunities to improve IRS administrative processes to reduce cost and improve the taxpayer experience based on insights gathered from subordinates' technical analyses. Coordinate closely with Business Units to identify and implement solutions based on sound research principles. Ensure consistency across different analyses conducted throughout the IRS. Provide practitioners, industry stakeholders, and government agencies with accurate, timely, and unbiased data needed to make far-reaching economic and business decisions. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the pay band or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Demonstrated management/leadership experience such as applying management techniques, methods, theories, principles, or labor relations concepts for the accomplishment of all program objectives with combined technical and administrative oversight. Experience may have been gained through work experience as a project/program manager, team lead or project/program lead, technical advisor, or senior specialist/analyst that included managing resources, providing support to managers, mentoring team members, providing day-to-day guidance training and/or oversight of peers or others. Applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development, and implementation of the technical aspects of programs specific to the position being filled. Applying data driven insights to make recommendations for leadership to improve administrative process, reduce cost, and improve tax payer experience Experience applying knowledge of Internal Revenue Code and related laws, court decisions, regulations, and precedent rulings as they pertain to Federal, State, and Local Governments.
