Program Analyst
What you'd do
This position is located in the Under Secretary of Economic Affairs (E), Office of the Executive Director (E/EX). The Executive Office provides financial management, personnel, security, administrative acquisition, and information management programs in support of the E Family's foreign economic programs and negotiations.
Major duties
Performs analytical work in support of travel program management, financial oversight, budget formulation, and strategic planning. Analyzes travel policies, regulations, processes, and procedures to evaluate effectiveness and efficiency. Serves as primary system administrator for E2 Solutions/CGE (Concur Government Edition) travel management system Oversees government travel card issuance, maintenance, suspension, and cancellation for approximately 400+ Bureau cardholders. At the GS-13 level, the incumbent performs the same duties as outlined above, however, the scope and complexity of assignments are increased, and the incumbent receives less supervision than the GS-12.
What you need to qualify
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. GS-12: Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience in federal and departmental laws, regulations, automated systems, and business processes related to domestic and foreign travel programs. Experience as a system administrator for an automated travel management system (e.g., E2 Solutions/CGE) and/or as an Agency Organization Program Coordinator (AOPC) for a Government Travel Charge Card (GTCC) program, including managing user accounts, monitoring compliance, and reporting in accordance with GSA SmartPay requirements. There is no substitute of education for specialized experience for the GS-12 position. GS-13: Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience administering a domestic and foreign travel program for a large federal organization, including interpreting and applying the Federal Travel Regulations (FTR), Department of State Standardized Regulations (DSSR), Foreign Affairs Manual, and/or Foreign Affairs Handbook to complex travel scenarios; developing travel guidance and Standard Operating Procedures (SOPs); and advising leadership and staff on travel policy and compliance. Experience reviewing travel authorizations and vouchers to ensure expenditures are allowable, accurate, and compliant with applicable regulations; and collaborating with bureaus and program offices on travel-related financial planning, budget projections, and resource coordination. Experience as a system administrator for an automated travel management system (e.g., E2 Solutions/CGE) and/or as an Agency Organization Program Coordinator (AOPC) for a Government Travel Charge Card (GTCC) program, including managing user accounts, monitoring compliance, and reporting in accordance with GSA SmartPay requirements.
