What you'd do

This position is in the Pathology and Laboratory Medicine Services to cover Ann Arbor Medical Center and rotate to the CBOC location such as Canton on a as needed basis. The Medical Technician serves as a phlebotomist in the clinical laboratory, bone marrow assistant for the clinician and specimen receiving and processing technician.

Major duties

This position routinely performs a variety of tasks such as specimen collection, processing, and testing. Initially he/she will be primarily involved in the support services of the laboratory. In this phase, basic clerical duties, accessing patient orders, specimen collection and processing for testing both within our laboratory and those referred to other laboratories will be the focus. As the employee gains experience and training, he/she will progress into the testing arena beginning with basic test systems (classified as waived or moderate complexity by CLIA standards). With additional experience and training, the employee will be assigned to a larger variety of moderately complex test systems. For each test system, the employee will be responsible for understanding not only how to perform the test, but also how to properly maintain the instrument, assure quality control is acceptable prior to reporting patient results, identifying potential interfering factors and reviewing patient results for acceptability and to identify significant/critical results requiring follow up.The incumbent serves as a Medical Technician (Phlebotomist) in the Laboratory Section of Pathology and Laboratory Medicine Department and performing the duties at the Full Performance Level. The incumbent is responsible for performing multiple duties in accessioning, specimen processing, reference laboratory specimen processing, clerical functions, patient testing, and patient phlebotomy as necessary. Each of these functions is a percentage of his/her total time on duty.1. KNOWLEDGE REQUIREMENTS: Ability to identify adverse reactions to venipuncture procedures. Possible adverse reactions include, but are not limited to the following: dizziness, nausea, and hematomas. Aware of proper procedures to be followed in case of incidents of fainting and convulsions. The incumbents will need to utilize skills in venipuncture techniques, which requires specialized training and/or education. Knowledge of expected normal and abnormal results of tests performed. Knowledge of and ability to use various types of venipuncture equipment. Knowledge of test names, synonyms, and related tests and panels. Ability to collect specimens properly labeled for testing. Knowledge of universal precautions. Knowledge of protocols that ensure safety during blood drawing procedures. Completes the required Hazardous Materials Training Certification-done every 2 years. An understanding of the aging process and the ability to build a good rapport with both the old and young patients seen at our facility. Ability to locate and utilize sources and references. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. For GS-4: Six (6) months of general work experience AND 6 months of specialized experience that is required to qualify for this position. General Experience: (l) Any type of work that demonstrates the applicant's ability to perform the work of the position, or (2) experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. AND Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants who have 6 months of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. OR Education: Successfully completed (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of (a) a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled? (Transcripts must be submitted at time of application) OR Combination of Experience and Education: Equivalent combinations of successfully completed post-high school education and experience are also qualifying. For GS-5: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: The incumbents will need to utilize skills in venipuncture techniques, which requires specialized training and/or education. Knowledge of bone marrow collection procedure in order to provide physician assistance. Knowledge of expected normal and abnormal results of tests performed. Knowledge of and ability to use various types of venipuncture equipment. Knowledge of test names, synonyms, and related tests and panels. Ability to collect specimens properly labeled for testing. Knowledge of universal precautions. Knowledge of protocols that ensure safety during blood drawing procedures. Knowledge of VISTA/DHCP/CPRS computer system so that duties listed above can be performed. OR Successful completion of a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in subjects appropriate to the position to be filled. (Transcripts must be submitted at time of application.) OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Preferred Experience: Experience performing phlebotomy/blood draws on human patients. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires lifting of greater than 20 lbs., pushing of greater than 100 lbs., long periods of standing, repeated bending and walking long distances. Manual dexterity is also required to perform the duties of the Medical Technician.
