What you'd do

About the Position: Senior Human Resources Specialist responsible for providing management advisory services/support affecting highly complex, frequently changing organizations with a wide variety of difficult personnel actions that are often sensitive and complex in nature. Position may be filled at Falls Church, VA or San Antonio, TX. This is not a virtual/remote position. You must live within or be willing to relocate within a commutable distance of one of the above duty locations.

Major duties

Provide technical advice and assistance to managers in assigned organizations and operations personnel in the resolution of difficult staffing problems. Advise managers and supervisors in the development of crediting plans to determine the type and level of knowledge, skills and abilities necessary for the recruitment and placement of well qualified candidates. Advise managers and supervisors on staffing requirements, resources, and problems in highly complex assigned organizations, and guide hiring managers on procedural and regulatory requirements governing the recruitment process. Develops long and short range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies, availability of candidates, career development patterns, and reorganization proposals. Provide guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that help in staffing the organization, improving employee productivity, morale, and retention. Serve as advisor and consultant on the position classification program including position management considerations to program managers, management officials, leadership and supervisors.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes applying human resources requirements (such as merit systems principles, qualification standards, hiring rules, etc.) to analyze complex personnel issues; providing advice on a wide variety of technical issues involving staffing and recruitment; and researching and interpreting human resources policies to provide guidance to management on staffing and workforce issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
