What you'd do
The position is a Supervisory Health System Specialist - Whole Health Program Manager who is responsible for the overall planning, development, and coordination, of a comprehensive and complex Whole Health System. This position reports to the Director/Chief of Whole Health or designee. Operating in a Whole Health System of care, the position operates in a model with three core elements, seeking to create a personalized health plan for each Veteran.
Major duties
Major duties include, but are not limited to: Serving as a subject matter expert and demonstrates an ability to provide consultation to other health care practitioners and outside groups. Defining work of staff through writing and reviewing functional statements and position descriptions. Developing curriculum to promote self-care and empowerment of patients, including but not limited to, mindfulness courses, stress reduction courses, and other educational courses for self-care. Ensuring daily Whole Health operations run smoothly. Assisting in the orientation of physicians, medical residents, and other allied health personnel to the (discipline) Program at this facility. Working with Quality Management as needed to establish medical center procedures to meet accreditation standards for clinical services under the Whole Health System. Assisting with the implementation and revision of policies/directives for Whole Health in accordance with local and national regulatory groups, professional accrediting organizations and VACO requirements. Developing program proposals that encompass short- and long-term goals for the Medical Center. Planning the overall program objectives and is responsible for their implementation, considering patient's needs, space, manpower, and budgetary restrictions. Assisting in monitoring clinical and patient services for the effective and efficient management of numerous control points and resources. Serving as a POC for Veterans who would like to register for the 9-week support group. Performs other duties as assigned. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This position has an Individual Occupation Requirement (IOR). You must meet the following: UNDERGRADUATE AND GRADUATE EDUCATION: Have undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields, such as business or public administration, with course work in health care administration. OR SPECIALIZED EXPERIENCE: Have specialized experience that is progressively responsible for analytical or administrative, or clinical management, or supervisory experience in the health care field performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities where I forged close working relationships with facility managers and analysis/coordination of administrative, clinical, or other service activities which provided knowledge in the following areas: 1) Missions, organizations, programs, and requirements of health care delivery systems; 2) Regulations and standards of various regulatory and credentialing groups; and 3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR SPECIAL PROVISION FOR INSERVICE PLACEMENT: Have successfully completed an agency-sponsored on-the-job training program, which included a formal individualized training plan. The training program was performed in an operating health care system and included: 1) Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; 2) Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and 3) Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. In addition to meeting the IOR above, you must meet the experience as described below: Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpret agency-wide policies and procedures to assess their impact on healthcare programs, and to effectively disseminate this information with appropriate guidance; apply qualitative and quantitative analytical skills to thoroughly investigate and evaluate issues, develop and analyze recommendations, and project the potential impact of proposals on medical center projects and programs; establish and maintain productive working relationships with a diverse range of individuals to garner support for the medical center network and Department of Veterans Affairs programs and initiatives; identify and propose solutions to management challenges in situations where prior studies, precedents, and established management techniques are unavailable or insufficient; organize and prioritize multiple tasks based on their importance or urgency to medical center leadership. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demands required are essentially non-strenuous and include prolonged sitting, occasional extended mobility to various areas of the facility, standing, bending and the incumbent may be required to lift light office items and files not exceeding 25 lbs. The incumbent is often required to travel and attend functions during other than normal duty hours.
