What you'd do

The Architect of the Capitol is seeking a Director to support the Executive Director and Deputy Executive Director in the management, administration, and supervisory responsibility for the preservation, maintenance, and ongoing operations of the U.S. Capitol and Capitol Visitor Center. Oversees and directs the activities of the jurisdiction's engineering and facility operations staff and the Planning, Evaluation and Operations Branch, including the Business Financial Analyst (BFA).

Major duties

This position requires professional knowledge as an Architect or Engineer to perform planning and preventative maintenance and repair involving the oversight of contractors. Supports the Executive Director and the Deputy Executive Director in the overall management of the Capitol Building Jurisdiction. Tour of Duty: Monday - Friday (7:00 am - 3:30 pm) Hours may change due to operational needs of management. Major Duties Leadership Responsibilities Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. Manages the organizational unit's budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances. Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. In cooperation with the Executive Director and Deputy Executive Director, develops a strategic plan for the Facility Support Division that supports the AOC's strategic plan and vision. Ensures that the intent and vision of the plan are incorporated into all division activities and communicated to all CB employees and that milestones are met. Program and Project Management Serves as project director for Capitol Building construction projects and is responsible for planning and scheduling necessary field supervision. Provides leadership, direction and coordination for planning, budgeting and evaluation functions; office renovations projects; special events and contractual service agreements. Tracks and maintains schedule for the life of a project or program. Assists Executive Director in setting yearly or extended future work or staffing plans for projects in the Facility Support Division or as needed in other units. Identifies the nature and scope of essential repair work and organizes work with accountable staff teams. Determines necessary material and workforce assets for project accomplishment and recommends provisions to meet anticipated work requirement. Works alongside engineers, architects, technicians and estimators to conduct studies for projected projects. Reviews technical aspects of plans and specifications. Discusses design problems with specialists and suggests solutions. Manages Performance, Evaluation and Operations Branch, including evaluations and analysis of existing programs and new initiatives, leading to more efficient operations. Develops metrics to track jurisdiction performance and provides recommendations to improve accountability and better serve clients. Ensures compliance with AOC policy and other applicable codes. Excels in verbal and written communications. Serves as the lead in developing technical reports, presentations, policies and letters and other communications on behalf of the jurisdiction and necessary to effectively manage the operations and programs in the jurisdiction. Engineering Problem Resolution Exercises advanced technical understanding to properly evaluate efficiency, assess problem resolution options and recommend improvements to decrease risks related to using or replacing systems, equipment and hardware. Provides expert advisory services to and on behalf of the Executive Director on critical issues pertaining to assigned division, operations and programs. Consults with all echelons of management, headquarters personnel, other federal agencies and commercial organizations to evaluate the design or construction of equipment, systems or facilities. Leads and/or participates in meetings and conferences with AOC personnel, consultants and contractors regarding current or planned projects. Budgetary and Finance Management Serves as CB's liaison with the AOC Budget Division and responds to all questions from the Budget Division. Continually monitors actual expenditures in relation to planned levels to ensure that adequate funding is available. Recommends reprogramming of funds. Advises the Executive Director and Deputy Executive Director of the status of fiscal resources and future requirements.

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-13 grade level in the Federal service. Specialized experience for this position is defined as having experience in the following areas: Planning, coordinating, and overseeing facilities operations for large historical or commercial facilities. Supervising or leading multidisciplinary teams, including engineering, architectural, facilities management, or maintenance personnel. Planning, formulating, and executing operating and capital budgets; preparing budget justifications. Representing an organization on technical matters at high-level meetings concerning impacts on normal building operations. Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-14 grade level in the Federal service. Specialized experience for this position is defined as having experience in the following areas: Managing and executing complex facilities operations or modernization programs for large historic or commercial facilities. Providing supervision and leadership in guidance to engineering-architect and facility operations and maintenance staff. Planning, formulating, and executing operating and capital budgets; preparing budget justifications. Representing an organization on technical matters at high-level meetings concerning impacts on normal building operations.
