Major duties

Minnesota Chippewa Tribal Membership/Preference: Applicants must be a member of the Minnesota Chippewa Tribe and have Tribal Preference. Member reservations are: 1. Grand Portage; 2. Leech Lake; 3. Mille Lacs; 4. White Earth; 5. Boise Forte; and 6. Fond du Lac. The incumbent serves as the Chief of Interpretation for Grand Portage National Monument, leading the park's visitor services, interpretive and educational programs, supervising permanent and seasonal staff, managing volunteer participation, ensuring compliance with National Park Service standards, developing interpretive plans and media, coordinating outreach, and maintaining collaborative relationships with the Grand Portage Band and other partner organizations to support shared stewardship and program delivery. The following are daily common duties: Manage and evaluate park interpretive programs - Plan, direct, coordinate, implement, and assess the effectiveness of interpretive and educational outreach programs delivered by subordinate Park Rangers to the public. Provide leadership and technical supervision - Supervise staff by assigning work, setting goals, providing technical and policy guidance, evaluating performance, approving leave, and addressing performance or conduct issues. Develop and implement strategic work plans - Create long-range and annual action plans, coordinate internal and external work programs, resolve operational problems, and ensure program goals align with organizational priorities. Oversee publications, exhibits, and public engagement - Coordinate the development of park publications and exhibits, conduct research, review content produced internally or externally, and present programs to diverse audiences to support management objectives. Monitor visitor use, resources, and internal controls - Conduct visitation surveys, monitor facilities and resources for overuse or abuse, recommend corrective actions in sensitive situations, and maintain internal controls to safeguard funds, property, and assets.

What you need to qualify

All qualifications must be met by the closing date of this announcement-07/21/2026-unless otherwise stated in this vacancy announcement. To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Minimum Qualification Requirements: To qualify for this position at the GS-11 level, you must meet one of the following minimum qualifications: Specialized Experience Requirement: You must possess at least one full year of specialized experience equivalent to the GS-9 level in the Federal service (obtained in either the public or private sectors). Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience includes coordinating, managing, or directing interpretive programs; developing long-range program plans; creating educational programs; managing interpretive staff; or performing other similar work. You must include hours per week worked. -OR- Education: Successful completion of at least at least three full academic years of progressively higher-level graduate education, a Ph.D., or an equivalent doctoral degree in a directly-related field such as natural resource management, natural sciences, earth sciences, history, archaeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified above may be accepted if it clearly provides applicants with the background knowledge and skills necessary for successful job performance in this position. You must include transcripts. -OR- Combination of education and experience. For example, six months of the specialized experience described above (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly related graduate-level college study in an accredited institution (50% of the qualifying education). The total must equal at least 100 percent to qualify. You must include hours per week and transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
