What you'd do
The primary purpose of this position is to provide support to health care management officials at the De Moines, IA, Veterans Hospitals, by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. The position renders advice on operational policies and assures these policies are coordinated with, and in support of, field operations.
Major duties
***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Major duties include, but are not limited to: Directs administrative programs supporting human resources, security, operations, logistics, manpower and financial management, information technology, and public affairs/strategic communications. Establishes organizational goals; develops and executes plans; and formulates, defends, and justifies personnel and resource requirements. Provides expert guidance, sets performance standards, and conducts evaluations. Serves as the primary point of contact for authoritative administrative policies, procedures, and requirements. Leads organizational inspections and staff assistance visits, identifying noncompliant areas and providing corrective guidance. Conducts continuous reviews and analyses to assess organizational performance, resource effectiveness, and alignment with program objectives, budgets, schedules, and priorities. Perform other related duties and responsibilities as necessary. What you need to qualify
Individual Occupational Requirements: Must have the following requirements: Specialized Experience Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. AND You must also have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supervises and mentors a diverse team of healthcare professionals and administrative staff. Serves as a principal advisor to executive leadership and key stakeholders. Represents the healthcare system in high-impact meetings, leads departmental projects, and delivers comprehensive reports and recommendations to guide executive decision-making. Leads data-driven analyses and develops business cases to support the expansion, realignment, or reallocation of resources Your qualifications will be evaluated based on your application materials (e.g., resume, supporting documents), your responses on the application questionnaire, and your responses to all assessments required for this position. You will be assessed on the following Competencies for this position: Conflict Management Influencing/Negotiating Manages Resources Partnering Planning and Evaluating Supervisory Situational Judgment Test. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work required does not inherently include any physical requirements essential for successful job performance that could not otherwise be performed with accommodation or workplace adjustment. A pre-placement physical examination is not required.
