Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Performs extensive operational reviews, prepares comprehensive program analyses/evaluations and provides guidelines pertaining to the effectiveness of program operations in meeting established goals and objectives. Recommends program staffing; develops changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures. Plans, coordinates and establishes operating methods and procedures for accomplishment of project mission, and as needed, directs the development and accomplishment of employee training relating to the project. May act as a senior analyst providing guidance and assistance to lower graded specialists and may also serve as a project manager responsible for accomplishing various analytical studies and/or projects to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. SPECIALIZED EXPERIENCE: Grade 11: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Experience with a wide range of evaluative and analytical methods and techniques to assist in establishing criteria for identifying and measuring accomplishments and progress; Experience working with functional programs, operations, work processes to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to evaluate projects and studies; Experience with oral communication techniques sufficient to present findings, deliver briefing; Experience with written communication techniques to prepare project papers, manuals, and directive; Experience utilizing IDRS command codes to perform research or analysis in relation to refund fraud, identity theft, and/or adjustments for an Individual Masterfile (IMF). OR You may qualify based on education as follows: Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR Three full years of progressively higher-level graduate education leading to a Ph.D. degree in a related field of study.OR LL.M., if related. OR You may qualify by a combination of experience and education. SPECIALIZED EXPERIENCE: Grade 12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position must include: Experience with a wide range of evaluative and analytical methods and techniques and management and organizational techniques to establish criteria for identifying and measuring accomplishments and progress; Experience working with functional programs, operations, work processes and related administrative activities to identify actual or potential problem areas, and deficiencies; Experience working with project management tools and techniques to plan, schedule, implement, closeout, and evaluate complex projects and studies; Experience with oral communication techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations; Experience with written communication techniques to prepare project papers, manuals, and directives; Experience utilizing IDRS command codes to perform research or analysis in relation to refund fraud, identity theft, and/or adjustments for an Individual Masterfile (IMF). AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03 or 04 positions.
