What you'd do

The incumbent serves as a Program Analyst (Informatics) located at the Bath VA Medical Center, in the Veterans Health Administration (VHA) of the Department of Veterans Affairs (VA) in Bath, NY. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and information processes necessary to achieve successful adoption and application of new technologies throughout the VHA.

Major duties

Duties include but not limited to: Serves as the knowledge expert for the electronic health record and associated clinical software, and provides users and staff with consultative support and education. Consults, advises, and educates all levels of employees including the highest levels of management, on methods and means to make health care· operations more effective and efficient. Represents a wide variety of stakeholders and liaisons with both internal and external organizations. Identifies end-user educational requirements and training needs; develops educational programs and instructional materials and appropriate tools to educate the users and support staff at all levels of the organization, and trains others to deliver educational programs. Monitors end user satisfaction to drive enhancements and increase performance. Examines the need for change throughout the organization, determines what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams. Exercises expertise in clinical operations, develops and/or oversees the development of information related to patient care, such as patient registries to allow the Clinical Team to track management of patient illness; and develops performance management tracking tools. Extracts; analyze and provides data to assess treatment impacts such as: clinical endpoints, health status outcomes and utility estimates; estimated usage; characteristics of treating designated populations; evaluating patterns of substitution against other products such as resource impact assessments. Actively participates in the development of clinical decision support systems with, for example, the Pharmacy and Therapeutic Committee; the Medical Records Committee; the Clinical Executive Board; program development vendors using Commercial Off The Shelf Software (COTS) and decision support systems; clinical informatics oversight committees; Clinical Practice Guidelines Committee; others as may be decided locally. Maintains state of the art knowledge of changes in technology and clinical environment to identify, propose, formulate and support new or revised major administrative and clinical policies and directives for clinical software packages in accordance with VHA regulations. Provides expertise in the design of decision support tools that improve health care efficiency, effectiveness and safety. Provides relevant clinical and/or administrative data to identify, quantify, and resolve organizational problems. Work Schedule: Monday - Friday, 7:30 - 4:00pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/23/2026 NOTE: While this position is in an interim process to be converted to a Hybrid position, the position still follows Title 5 qualification standards per the office of personnel management (OPM). You may qualify based on your experience as described below: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For the GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst - Informatics. Qualifying specialized experience includes communicating among stakeholders to facilitate and support organizational change; applying a wide range of established practices, theories, and emerging information in relation to health care delivery, informatics, and applications; independently completes analytical projects related to process improvement; experience with data life cycle to include data design, collection, and management to input, retrieve, analyze, summarize, and present information; and knowledge and use of national database architecture and file structure. ~OR~ Education: Successfully completed a Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ Combination: Equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. To qualify for this position at the GS-12 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst - Informatics. Qualifying specialized experience includes independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; applies an end-to-end process to evaluate workflows, identify issues, and develop solutions based on best practice guidelines; experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques; acquainted with technologies that are likely to benefit healthcare delivery processes to troubleshoot functionality issues and develop solutions; and ensures the success of multidisciplinary teams to lead and manage informatics-related projects. THERE IS NO EDUCATION SUBSTITUTION FOR THIS GRADE LEVEL. Preferred Experience: Comprehensive knowledge and skill in applying a wide range of advanced practices, theories, and emerging information in health care delivery, Health Informatics and applications; Knowledge in the use of utilizing Computer Patient Record System (CPRS) and Vista. Knowledge of VHA operations, national databases (including the Veterans Health Information Systems and Technology Architecture [VistA] architecture and file structure), analytical techniques and clinical applications development techniques; Knowledgeable in project management and change management. Knowledge of the data life cycle including data design; trouble shooting, data collection, and management in order to input, retrieve, analyze, summarize and present information effectively. Skills in providing educational opportunities. Great Customer Service. You will receive credit for all qualifying experience, including volunteer experience. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements and Work Environment: The work is usually sedentary, but it requires periods of walking, standing, bending, or climbing, and employees may carry light items such as books, instruments, laptops, and other similar materials. The work is conducted in office, conference room, and clinical/hospital patient care settings. Typically, the work is hazard-free, not requiring any special equipment or clothing. The employee is in on-call status as needed and works flexible hours to meet the needs of the facility end user.
