What you'd do

The Workforce Management & Consulting (WMC's) Workforce Solutions (WS) office is a critical component of the Agency, currently consisting of four major service lines. WS provides strategic and operational guidance to organizations within VA Headquarters, VHA Central Office, VHA Medical Centers, and the Office of Information and Technology.

Major duties

Duties to include but not limited to: Leads teams in developing, implementing, and managing an extensive administrative metrics program, designed to improved reporting processes and improving business outcomes for Workforce Solutions and its customers. Skilled in end-user design and develop documents for complex issues covering a wide range of subjects of a highly technical nature. Gathers and synthesizes information for the Executive Director, or other executive leadership within the organization regarding various HR-related projects which may affect the relationships within VA Administrations. Briefs Program Offices and HCM Leadership by representing Workforce Solutions in various initiatives such as high-priority Integrated Product Teams (IPTs), leading projects from concept to implementation and diffusion. Serves as an advisor to the Executive Director by providing expert advice and counsel on a variety of policies and/or procedures such as restructuring administrative programs, resolving programmatic and problematic issues of a high complex nature such as congressional concerns, and modernization of HR operations. Work Schedule: M-F 8:00 am - 4:30 pm Compressed/Flexible: Available Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: Available. This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying knowledge of VA policies and procedures as well as its organizational and functional structure to make recommendations for organizational improvements. Briefing Leadership in high-priority initiatives including Integrated Product Teams (IPTs), explaining projects from concept to implementation and diffusion. Providing expert advice and counsel on a variety of policies and/or procedures such as restructuring administrative programs, resolving programmatic and problematic issues of a high complex nature such as congressional concerns, and modernization of HR operations. Applying management tools and techniques (flow charts, decision trees, demographic analysis, forecasting techniques, needs assessment, feasibility studies, etc.) to conduct analytical studies for service impact or long-range planning activities throughout the organization. Coordinating and leading meetings, conferences, training sessions and other forums to facilitate communication and coordination of stakeholders. Preferred Experience: Certification in human centered design, end-user design, and/or transformational coaching. Note: Experience must be fully documented within your resume to be qualifying.
