MANAGER
What you'd do
You will serve as a Manager in the Corrosion Engineering Branch (332), in the Materials, Structures, Environment and Protection Division (33) of NSWC PHILA DIV. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to the GS-14 and GS-15.
Major duties
You will serve as the first-line supervisor for civilian employees assigned to the Branch. You will define goals and objectives, establish policy, and determine direction in which the Branch should develop. You will identify personnel, fiscal, material, facility and other resources required for current and long term proposed program/projects. You will monitor and track Branch performance and ensures coordination of Branch efforts with other Branches/Divisions/Departments, Technical Authority (TA) construct, naval activities and contractor organizations. You will provide technical review, guidance and direction of the overall technical Branch efforts and serve as expert consultant and advisor.
What you need to qualify
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12/13 grade level or ND-04 pay band in the Federal service or equivalent experience in the private or public sector executing executive-level managerial duties and delivering strategic vision across complex naval frameworks; directing human resources management, program development, evaluation, and resource planning; identifying short- and long-term personnel, fiscal, material, and facility resource requirements for major initiatives; maintaining total operational visibility over critical cost, schedule, and technical metrics; serving as a principal organizational representative and liaison to drive integrated project planning and coordination across the command, technical authority (TA), naval activities, industry, academia, and contractor organizations; mentoring and guiding the professional development of personnel.
