This position is located in the Department of Veterans Affairs (DVA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Charles George VA Medical Center (VAMC) in Asheville, North Carolina, in the Fleet Section of Environmental Management Service (EMS)..

Major duties

Duties and responsibilities for this position include, but not limited to the following: Maintains and evaluates the effectiveness of the motor vehicle fleet. Collects pertinent data on vehicles and reviews a variety of reports (mileage, repairs and maintenance, vehicle cost, and funding projections, etc.) relating to usage and expenses to identify problems for further review to ensure maximum operational vehicle readiness. The incumbent reports all General Services Administration (GSA) mileages monthly and reviews monthly GSA bills for accuracy. GSA monthly bills are separated into various vehicle categories and users prior to processing. Work involves the oversight of three different types of vehicle programs (GSA Leased, GSA Short-Term Rental Program, and Agency-Owned Vehicles) which require different procedures and handling. The incumbent is the primary inspector of all vehicles. Ensures that maintenance and cleanliness are managed on all fleet vehicles. Monitors and analyzes vehicle utilization and maintenance records to identify adverse trends, systematic problems, and unique maintenance situations (i.e., recommends discontinuing the lease of underutilized GSA vehicles and rotates vehicles to ensure the most balanced usage among users, etc.). Identifies problem areas and recommends appropriate changes in procedures and policies to supervisor. The incumbent maintains database and enters all vehicle data, monthly mileage of trip, fuel purchases, maintenance cost, and accident information. Incumbent prepares and submits GSA Accident Reports for all GSA vehicles involved in accidents. This process requires obtaining police reports and estimates from body shops and coordinating repairs with the GSA Accident Control Center and local vendors. Incumbent also processes repair requests and SF-95 "Claims for Damage" for VA-owned vehicle accidents. Work Schedule: Shifts may vary with possible evenings based on need of facility. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education, as described below: You will be rated on the following Competencies for this position: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Maintaining policies and procedures as they relate to the Beneficiary Travel Program and patient care; arranging a variety of modes of transportation with vendors; analyzing data and generating various reports; handling invoices; using and navigating multiple/various databases and software applications; and communicating with others at various levels. You will be evaluated on the following Competencies: Administration and Management Auditing Clerical Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary; however, some walking and standing may be required.
