What you'd do

As a Human Resources Specialist (Employee and Labor Relations), GS-0201-13, you will be part of the Office of the Chief Human Capital Officer, Office of Personnel Management. If selected, you will be responsible for providing expert guidance and support to management in addressing complex employee relations matters, including issues related to both misconduct and performance, ensuring actions are handled in accordance with applicable laws, regulations, and agency policies.

Major duties

Advising on complex employee relations issues, including conduct, performance, time and attendance, leave management, unemployment, whistleblowing, grievances, and prohibited personnel practices. Composing official correspondence and maintaining supporting evidentiary documentation for corrective, disciplinary, adverse, and performance-based actions consistent with federal regulatory guidelines. Executing fact-finding and investigatory processes and documenting sensitive employee relations concerns in accordance with legal and regulatory requirements. Conducting comprehensive analysis of regulatory frameworks and organizational policies and practices to assess implications for employee relations matters. Representing program office leadership and the Office of the Chief Human Capital Officer (OCHCO) in OPM or other inter-agency meetings with management, employees, and the union.

What you need to qualify

For the GS-13: You must have one full year (52 weeks) of specialized experience that is at least equivalent in difficulty and complexity to work performed at the GS-12 grade level. You must include evidence of this specialized experience in your resume, including dates of experience (month/year), to be considered qualified for this position. Specialized experience for this position must have included ALL of the following: 1) Providing consultation and advice to management officials on the interpretation and application of employee and labor relations statutes; 2) Ghost-writing disciplinary/adverse and performance-based actions; 3) Conducting fact finding and administrative investigations to identify agency policy violations and/or to provide necessary clarity or context to resolve disputes; AND 4) Independently researching, interpreting, and applying laws, policies, and precedents in Title 5 of the Code of Federal Regulations, US Code, and case law related to employee-specific conduct and/or performance situations and factual circumstances. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 grade level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
