Major duties

Duties described below reflect the full performance level GS-12. Duties assigned to an entry grade of GS-11 will be developmental in nature. Develops an effective implementation of Standard Operating Procedures for all areas of responsibility; and ensures that training needs are planned and implemented on a timely basis to meet constantly changing policy and procedures. Conducts analysis to determine the effectiveness of operations, compliance with established policies and procedures, reliability of transactions and validity of supporting documentation. Directs the preparation, analysis, reconciliation, consolidation and submission of all required finance reports within established deadlines to higher level management. Establishes and maintains internal control procedures to protect against fraud, waste, and abuse. Manages, directs and executes finance operations for customers, which requires the development of policies and procedures unique to each command in an environment of constantly changing priorities and missions.

What you need to qualify

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09 for GS-11 or GS-11 for GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for the GS-11 level is defined as: coordinating the work of a team responsible for resolving civilian pay or financial inquiries, or contributing to the management of daily operations, including workload distribution and quality control, or assigning and reviewing the work of subordinates to ensure accuracy and compliance with civilian pay policies, or training employees on resolving complex pay issues and using financial systems. Specialized experience for the GS-12 level is defined as: Managing and directing finance operations, including developing and implementing policies, Standard Operating Procedures (SOPs), and internal controls for a civilian pay program, or supervising subordinate staff, which involves assigning and reviewing work, or providing expert advisory services on complex and controversial payroll problems, interpreting and applying pertinent regulations, and ensuring proper interface with financial systems, or analyzing operational effectiveness and preparing financial reports and briefings for higher-level management. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
