This position is assigned to the Amarillo VA Health Care System in Amarillo, Texas and works closely with all management staff. This position specializes in clinical operations, business analysis, and development across a wide range of complex activities in the VA and provides administrative support and staff assistance to the Chief of Staff service lines, relieving the Chief of Staff service lines of administrative responsibilities.

Major duties

Major duties include: Healthcare Business Operations The incumbent is an experienced healthcare professional with demonstrated leadership in managing clinical and administrative operations, conducting data analysis, leading business planning and establishing effective accountability relationships. Serves as the principal advisor to the Chief of Staff service lines on all administrative management matters associated with the Chief of Staff service lines programs and operations. Independently plans and conducts surveys and studies of operations within Chief of Staff service lines for the purpose of evaluating administrative methods, procedures, work flow, personnel utilization, organization, communication, planning, training, arrangement of space, equipment utilization, and recommends to the Chief of Staff and Chief of Staff service line Chiefs those courses of action or changes that will improve the continuity of patient services or improve economy of operation. Program/Data Gathering/Analysis/Monitoring Responsible for pulling and analyzing program specific-data (productivity, consults, workload, and access) for the Chief of Staff service lines. Responsible for final analysis of Chief of Staff service lines, recommends controversial actions to remedy critical problems/gaps associated with applicable data reports and reporting systems, Veteran access to clinical programs and performance enhancement. Seeks out, evaluates, and highlights best practices throughout the VHA, VISN 17 and associated facilities. Develops and coordinates continues management reports for the Chief of Staff service lines and their impact on the overall healthcare system performance to monitor current demand and forecast future patient demand for the array of clinical services offered. Conducts independent studies and leads efforts with administrative staff in areas such as fiscal and DSS in completing cost-benefit analysis studies. Supports the efficient operation of the Chief of Staff service lines under the purview of Chief of Staff and Medical Center Director. Organizational and Administrative Support Conducts studies and leads special projects. Plans studies, prepares program and organizational strategies for identifying opportunities to improve access and efficiency related to outpatient clinic operations and programs of the Chief of Staff service lines and Amarillo VA. Participates in discussion, investigation and assists in responding to employee grievances and dissatisfactions to resolve conflicts within the service. Monitors personnel performance, manning shortages and assignments, training demands and resolves shortcomings, organizational design and structure, as well as helps manage disciplinary actions. Budget Guidance and Operational Planning Develops the need for and maintains an awareness of available resources and makes recommendations to Chief of Staff service lines and then Medical Center management regarding needs, distribution or redistribution of these resources. Serves as primary contact for Time and Attendance for Chief of Staff direct reports and monitors all overtime. Responsible for drafting awards, Market Pay Reviews, Retention Incentive, Recruitment Incentive, Education Reimbursement, and other personnel documentation for staff reporting within the service line. Serves as the Chief of Staff Contracting Officer Representative (COR) for all Chief of Staff contracts for both contract personnel and equipment acquisition. Incumbent, assisting the Chief of Staff, develops both short and long-range policies and plans for the service by coordinating the clinical administration needs of the service for which accountable. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/20/2026. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Qualifying specialized experience is defined as progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: (1) Missions, organizations, programs, and requirements of health care delivery systems; (2) Regulations and standards of various regulatory and credentialing groups; and (3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. At this level, applicants would have obtained this experience working within a health care setting, working directly with health care system administration knowledge of the health care system mission, organizational structure, and working relationships within the community and local learning institutions; a high degree of analytical ability; understanding of clinical informatics, demand forecasting, and business economics to utilize a variety of data-based reporting systems; plans, organizes and directs team efforts across organizational lines; effectively communicates, both orally and in writing; expert knowledge of the principles of financial management and resource management; expert knowledge of contract health services delivery policies; procedures and guidelines, direct health care delivery systems; and federal laws pertaining to healthcare delivery; and an advanced user in basic office software programs such as Microsoft Office suite and Adobe Acrobat. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's degree. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).
