Major duties
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Designs, develops, configures and maintains complex enterprise workflow and case management applications using Pega case workflows and automation rules. Integrates Pega with Salesforce, Palantir, and Artificial Intelligence (AI) model outputs. Integrates Pega with data sources from other platforms, enterprise services like M365, Document Management, S3, external API's, File Transfer Systems, etc. as required and maintains the Pega Layer Cake for IRS IT. Integrates Pega workflows with Pega AI capabilities to achieve organizational goals and follows all applicable AI implementation guidelines at IRS. Develops Proof of Concepts (POCs) to demonstrate new features that are introduced in newer versions of Pega product as needed. Analyzes business processes and translates business requirements into scalable application designs using Pega rules, flows, data transforms, decision rules and User Interface (UI) components. Develops reusable components and ensures adherence to established standards, best practices and regulatory compliance standards. Implements dynamic routing and escalation logic based on business rules. Conducts impact analysis and recommends technical solutions to improve performance and scalability. Monitors application performance, performs root cause analysis on production issues and implements enhancements.
What you need to qualify
Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below: MINIMUM REQUIREMENTS FOR GRADE 12 LEVEL UP (GS or Equivalent): You must have Information Technology related experience demonstrating each of the following nine competencies: 1) Attention to Detail, 2) Customer Service, 3) Decision Making, 4) Information Management, 5) Interpersonal Skills, 6) Oral Communication, 7) Problem Solving, 8)Team Work and 9) Technical Competence. GS-14 SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience applying IT principles, architectural patterns, methods and practices to design, develop, implement, and support Information Technology solutions. Experience analyzing IT architecture, technical requirements and emerging technologies to provide solutions that improve business processes and support organizational objectives. Experience implementing and supporting Pega workflow applications, automations, and case lifecycle management solutions including integration of these activities with Enterprise applications and data sources. Experience developing, hosting, and consuming REST APIs within the Pega platform including implementing integration layer and integrating APIs with Pega applications. Experience generating Pega applications via Pega Blueprint and importing the resulting application files onto the Pega platform Experience with creating, managing, performance tuning, and integrating Pega Knowledge Buddy and Coach capabilities with Pega applications. Experience integrating Pega Cloud AI features in support of application requirements including service/API calls and business logic necessary to interpret AI responses. Experience implementing Pega Decision Hub to support application processing Experience evaluating, implementing, and supporting AI or related technologies ensuring compliance with applicable federal policies, standards, and governance. Experience communicating technical information both orally and in writing to technical and non-technical stakeholders, cross functional teams, and IT leadership that align with IT, Enterprise, and Program initiatives. Experience conducting research, analysis, and problem-solving activities to address challenges and providing solutions that align with organization and compliance objectives. At this level, your experience must be sufficient to demonstrate the ability to: Plan and coordinate an agency-wide implementation of process improvement methods and concepts to improve the quality of software products; serving as the principle advocate within the agency/organization for the application of process improvement concepts and practices; and consulting with senior specialists and IT managers throughout the agency in the implementation of process improvement practices. Your experience must be sufficient to demonstrate the ability to: lead teams that design and develop agency-wide applications which included review and approval of technical requirements for projects, developing project plans; providing guidance to team members and serving as primary liaison between customers and vendors and IT management throughout the development process. AND You must also meet the following requirement(s): PERFORMANCE RATING: Current federal employees must have at least a fully successful or equivalent performance rating to receive consideration. TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): Federal employees must meet time-in-grade requirements. For positions above the GS-05, applicants must meet applicable time-in-grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have: Graduated from high school or been awarded a certificate equivalent to graduating from high school; or Completed a formal vocational training program; or Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
