Major duties
As an Budget Analyst, at the GS-12 you will perform the following duties: Assists in interpreting and applying OMB guidelines, executive orders, and legislative mandates to daily budget operations, providing technical assistance to senior budget analysts on funding timelines and the proper execution of expenditures. Assists with implementation of internal budget controls by reviewing obligation requests and reconciling financial estimates against program plans to ensure funds are authorized, available, and utilized without duplication. Assists with supporting the full budget lifecycle-including formulation, justification, and execution-by preparing detailed reports and ensuring data accuracy across various appropriated, supplemental, and multi-year fund accounts. Assists senior budget analysts in preparing and submitting required monthly, quarterly, and annual budget reports for internal management, the Department, OMB, and Congressional stakeholders to respond to external data requests. Assists in monitoring the execution of complex, multi-year budgets by identifying spending trends, assessing the impact of program changes on operational costs, and ensuring objectives are met within financial constraints. Assists in developing long-range budget forecasts and justifications for substantive programs, evaluating the cost-effectiveness of resource usage, and recommending adjustments to align with management's funding priorities. Assists senior-level analysts to review and coordinate accounting documents, apportionments, allocations, and operating budgets. Assists in ensuring compliance with applicable budgetary and financial regulations, policies, and procedures.

You qualify for the GS-09 grade level if you possess one of the following: Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as: Experience in applying established principles and practices of budget execution to identify sources for meeting organizational requirements and ensuring proper allocation of resources. Familiarity with established processes for handling budgetary and accounting documents, including transferring funds between accounts and processing reimbursement transactions in compliance with applicable regulations and policies. Experience using financial and budgetary software tools to accurately process accounting documents, analyze cost data, and monitor fund status to support organizational decision-making. Experience using oral and written communication skills to articulate ideas clearly, grasp complex concepts, and exercise sound judgment in situations requiring reflection, consultation, and evaluation within established time constraints. OR Education: Possess a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree related to Budget Analyst. Education at the graduate level in an accredited college or university in the amounts shown above. Such education must demonstrate the knowledge, skills, and abilities necessary to do Budget Analyst work. OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. Qualification requirements must be met by the closing date of this announcement. Qualification claims will be subject to verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
