What you'd do

The incumbent serves as the Federal Transit Administration's (FTA's) Associate Administrator for Transit Safety Oversight. The primary mission of this position is to provide executive level management of a multi-disciplinary staff to implement the FTA Safety Program. The incumbent will manage FTA programs designed to improve safety across public transportation services and facilities and develop and ensure compliance with FTA transit safety regulations.

Major duties

The Associate Administrator for Transit Safety Oversight: As the senior FTA expert in safety, the incumbent will oversee major programs having national and international focus, major political emphasis, the highest visibility and great impact on the lives and safety of people in communities served by the transit industry. Serves as FTA's Chief Safety Officer and liaison with other elements of the Department and other Federal agencies on transit safety and emergency response matters. Ensures that safety including crime prevention is a priority with FTA grantees and contractors, the transit industry, and other stakeholders. Responsible for establishing the framework for coordinated and cooperative safety and emergency response and oversight activities by FTA, relevant DOT agencies, other Federal agencies, and with concerned national organizations and State agencies. Responsible for directing, coordinating, controlling, and ensuring the adequacy of short- and long-range FTA plans and programs on all transit safety matters as they relate to the FTA strategic plan, its missions, programs, and objectives. Anticipates, advises, and informs the FTA Administrator, Deputy Administrator, and Executive Director of emerging and controversial issues. Provides executive direction over a safety program which includes a Congressionally mandated drug and alcohol testing program, State Safety Oversight program for fixed rail guideway systems, the Public Transportation Agency Safety Plan and other safety programs and regulations for rail and bus systems as well as safety training and research for the transit industry. Provides executive direction of FTA's safety rulemaking initiatives, identifying and filling regulatory gaps, reviewing existing regulations for clarity and identifying improvements. Develops programs for the acquisition and analysis of transit safety data, the promotional use of safe materials and designs in transit equipment and facilities, and the encouragement to operate and manage techniques, methods and procedures that reduce transit incidents and injuries. Evaluates a variety of data and information pertaining to accidents, injuries, and their contributing factors, and proposes and directs policies and actions needed to resolve complex hazardous conditions.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Demonstrated executive level experience managing and coordinating the activities of a multidisciplinary staff, including senior safety specialists, engineering and technical specialists, program managers and administrative staff and has experience developing strategic plans, budgets, and operating procedures. TQ 2. Demonstrated executive level experience directing major safety and oversight programs of national significance and applying expert knowledge of transportation safety systems, risk management principles, and safety performance practices to establish policies, improve safety outcomes, and achieve organizational safety objectives. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding – This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
