What you'd do

This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for serving as a Senior Program Manager and subject matter expert responsible for developing acquisition policy, procedures, tools and guidance.

Major duties

This position may be filled using Direct Hire Authority: Z5CAV/Direct-Hire Authority (Certain DoD Personnel) PL 118-31, Sec 125OB (i)(2), 12/22/2023.This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated August 12,2024. As a PROGRAM MANAGER (ACQUISITIONS) at the GS-0340-14 some of your typical work assignments may include: Lead the development, implementation, and continuous enhancement of the agency's Contracting Officer's Representative (COR) program, including all related policies, procedures, and tools. Serve as the agency's lead subject matter expert for the COR program, providing strategic guidance, problem-solving leadership, and targeted training to empower the COR community. Manage the agency's COR program to ensure compliance with DoW and internal policies, and partner with program teams to provide oversight and drive process optimization. Design and implement key performance metrics to evaluate COR effectiveness and program health, using data to guide strategic improvements and report to senior leadership. Develop and deliver specialized training, workshops, and guidance to the acquisition workforce to ensure a clear understanding of COR responsibilities, policies, and procedures.

What you need to qualify

You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below: Interpreting and translating Federal acquisition laws and regulations (e.g., FAR, DFARS) into organizational policies, Standard Operating Procedures (SOPs), or strategic acquisition guidance. Providing technical guidance and subject matter expertise to program teams or technical representatives (such as CORs) regarding post-award contract administration and performance monitoring. Serving as a strategic advisor or liaison between contracting officials, program managers, and/or technical representatives to resolve complex contract execution issues, performance disputes, or compliance deficiencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
