What you'd do

This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band B (GS-12 equivalent).

Major duties

Provides a full range of internal and external placement duties including recruitment and placement activities. Utilizes automated staffing systems, such as Web-based applications, to perform internal staffing and placement work that includes generating job analyses, vacancy announcements, and referral lists. Provides guidance to managers and applicants, providing information concerning the agency Merit Promotion program. Provides a variety of management consulting and advisory services to highly complex and dynamic organizations having a wide variety of difficult positions and personnel actions, which are often sensitive. Provides managers and employees with information and interpretations of the agency's compensation, wage administration (general schedule (GS) and administratively determined (AD)), and position procedures, practices, policies, and guidelines. Researches and analyzes employee records, case files, etc. to resolve issues, provide detailed documentation and/or prepare responses to inquiries concerning any aspect of the recruitment and placement process or program and to ensure compliance with Agency and OPM policy and regulatory requirements.

What you need to qualify

In order to qualify for the Human Resources Specialist (Recruitment & Placement) position which falls under the 0201 occupational Series, you must meet the following requirements by 11:59 pm EST on 07/23/2026: RELEVANT YEARS OF EXPERIENCE: Applicants must meet the following relevant years of experience to qualify for this AD-0201- Band B (GS-12 equivalent) position: Five (5) years comparable experience in federal staffing and recruitment, including posting job announcements, reviewing applicants, and advising managers on hiring rules and procedures using an automated Staffing system; setting salaries in accordance with federal pay regulations and providing guidance on complex staffing issues to ensure all actions comply with federal laws and agency policies.
