Major duties

Serves as principal monitor of Key Performance Indicators (KPIs) in the Supplier Operations area, as the selection of sourcing strategies is a key driver of all procurement KPIs. Researches and analyzes KPI data that illustrates Vendor/Supplier Effectiveness (V/SE), Production Lead Time (PLT), Administrative Lead Time (ALT), Supplier Readiness (Surge), and Procurement Cost as a Percentage of Sales. Analyzes and evaluates supply chain functions including best practices, lessons learned, and effective multi-functional approaches to identify the best strategic sourcing decisions in developing recommendations. Develops guidelines regarding use and/or adaptation of techniques for assessing and evaluating quantified study results. Identifies suppliers of assigned items that dominate DLA's business, and evaluates the use of this information in the application of sourcing strategies, which define procurement leverage. Identifies and evaluates analytical assessments pertaining to the effectiveness/efficiency of current contracting methodologies to establish a baseline for proposing modifications to or recommending acceptance of new strategic sourcing approaches. Identifies the relative positioning of items on the Material Positioning Matrix based on spend, sales, market and supplier analysis.

To qualify for a Sourcing Strategy Specialist, your resume and supporting documentation must support: Specialized experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Analyzing technical source documents. Experience with contracting, acquisition, supply chain management and/or logistics management. Assessing and developing long term program management strategy and milestones. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To be found well-qualified as an ICTAP applicant, candidates must have specialized experience including: Conducting complex supply chain analysis studies; Utilizing data and Key Performance Indicators (KPIs) to assess overall organizational effectiveness and identify inefficiencies; reviewing supplier evaluations, identifying continuous improvement opportunities, and coordinating corrective action plans for sub-standard performance; Leading briefing presentations and coordinating efforts across multi-disciplinary teams, effectively communicating complex study findings and strategic recommendations.
