Senior Human Resources Specialist, AD-0201 Band D
What you'd do
This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 7, Band D (GS-14 equivalent).
Major duties
Serves as a senior advisor to executive leadership, providing expert and authoritative assistance in the formulation, evaluation, and implementation of plans for achieving short- and long-range staffing requirements and recruitment strategies to fill FDA scientific and executive positions. Performs work collaborating and consulting with key management officials to build consensus for resolving issues that involve major precedent-setting cases or human resources program changes that significantly affect how the agency conducts business, research, and operations. Applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness, efficiencies, and work products. Advises and counsels management on administering an agency recruitment and placement plan that includes determining qualifications, coordinating evaluation panels and advisory working groups, and ensuring that management and employees are kept informed of new changes in Human Resources policies, procedures, and programs. Provides options to carry out external recruitment and staffing actions. Research defines, and documents best practices regarding external recruitment techniques in both the Federal and private sectors; assesses applicability to the organization's short and long-term strategic goals; adopts and implements practices where allowed. Participates with management officials to analyze trends and forecast changes in workforce requirements to meet mission demands that impact recruitment programs, i.e., analyzing organizational changes, turnover trends, changes in skills requirements, employee utilization, position allocations/authorizations, etc. Proposes and develops new or revised external recruitment practices, and programs to deal with workforce expansion, downsizing and reshaping. Serves as a key advisor and advocate for senior leadership on matters related to a variety of recruitment programs, providing recommendations for their effective utilization. Coordinates and implements an external recruitment program designed to meet the staffing needs of the organization that is responsive to dynamic changes in mission and business practices brought on by complicating factors such as technological advances, or competition in the labor market. Provides expert and authoritative assistance and advice to Staff Director in developing options to carry out external recruitment and staffing actions. Researches, defines, and documents best practices regarding external recruitment techniques in both the Federal and private sectors; assesses applicability to the organization's short- and long-term strategic goals; and adopts and implements practices where allowed. Serves as a senior HR advisor and subject matter expert in the recruitment and placement of senior scientific executives, including Senior Executive Service (SES) members, Senior Level (SL) scientists, and Scientific or Professional (ST) positions, ensuring alignment with FDA workforce planning priorities and OPM regulatory requirements. Advises scientific program leadership on qualification standards, and candidate evaluation criteria specific to highly specialized scientific and technical fields. Coordinates with Executive Resources staff, DHHS, and OPM to ensure timely processing of executive appointments, candidate clearances, and onboarding actions. Serves as a technical expert in handling difficult, complex, sensitive cases involving multiple controversial human resource issues that have agency wide effect or impact a large number of staff. Responsible for articulating and communicating the hiring team assignments, projects, problems, and issues under review that are specifically related to compensation and recruitment within assigned area of responsibility. This includes the continuous monitoring of work, reviewing completed work to ensure priorities, methods, deadlines, and quality have been met. Performs Human Resource related studies requiring detailed documentation, extensive research, and authoritative interpretations of laws, executive orders, court decisions, and regulations.

In order to qualify for the Senior Human Resources Specialist, AD-0201 Band D position which falls under the 0201 occupational Series, you must meet the following requirements by 11:59 pm EST on 07/24/2026: RELEVANT YEARS OF EXPERIENCE: Applicants must meet the following relevant years of experience to qualify for this AD-0201- Band D (GS-14 equivalent) position: 7 years of comparable federal service experience serving as a senior HR advisor in the recruitment and placement of senior executives, including Senior Executive Service (SES), Senior Level (SL), Scientific or Professional (ST) positions, and equivalent executive hiring authorities ensuring alignment with agency and OPM regulatory requirements. Provides expert advisory services to senior leadership on a broad range of human resources matters - including compensation, recruitment and staffing, and workforce planning.
