The incumbent performs facilities management, property management, government vehicle management, serves as the primary/alternate PIV coordinator, and completes other administrative tasks, under the supervision of the Supervisory Support Services Specialist and/or the Chief, Support Services Division.

Major duties

The Support Services Specialist serves in the Support Services Division, located in the selected location(s) Veteran Benefits Administration Regional Office (RO). The incumbent performs facilities management, property management, government vehicle management, serves as the primary/alternate PIV coordinator, and completes other administrative tasks, under the supervision of the Supervisory Support Services Specialist and/or the Chief, Support Services Division. Specific duties include: Evaluates and provides input for efficient utilization of space to include floor plans and design, ensuring proper cubicle design and required infrastructure. Provides property management services including facilities, trouble calls, analyzing equipment requirements, remedying equipment repairs, conducting inventories, and disposing of equipment and furniture. Oversees the fleet management program by coordinating day-to-day functions by documenting and authorizing operators, scheduling utilization and maintenance, and submitting required reports. Conducts fact-finding or analyses to determine facility requirements based on RO organizational needs, service deficiencies, and appropriate resolutions to identified issues. Responsible for the administration of the Personal Identify Verification (PIV) system, ensures proper issuance of PIV cards and manages administration roles. Acts as the PIV liaison as required. Evaluates and provides input into security plans and reports. Coordinates building security with appropriate authorities. Produces all reports associated with security. Participates in the stations safety program by providing input, tracking and implementation of safety related items Participates in the development and implementation of policies and procedures. Evaluates and provides input and recommendations for procedural improvements in all administrative functional areas. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 07/21/2026. Time-In-Grade: Applicants who are current federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at or above the GS-09 grade level. To support your claim of time in grade, you must submit your most recent appointment, promotion, or within grade increase SF-50 (not an award or general adjustment SF-50). Some applicants may have to submit more than one SF-50 to demonstrate their eligibility. See the required documents section for more information. GRADE REQUIREMENT: To receive CTAP selection priority, your grade level upon Reduction in Force must be at least 11. INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): This position has an Individual Occupational Requirement (IOR). In order to qualify for this position you must have: Specialized Experience: One year of specialized experience equivalent to at least the next lower level (GS-9) in the normal line of progression that demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying specialized experience include: Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures. Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization. Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc. Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization. Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc. OR, Graduate Education: Major study -- public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position to be filled. For some positions in this series graduate education may not provide the knowledge and skills needed to perform the duties of the position. Specialized experience may be required for such positions. Three (3) full academic years of graduate-level education or a Ph.D. or equivalent doctoral degree is creditable for GS-11. NOTE: Graduate level education must be in one of the following majors/field of study: public administration, business administration, industrial engineering, industrial management, or other administrative or management fields related to the position (Support Services Specialist) to be filled. Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement. Minimum Qualifications: You must also qualify based on your experience and/or education as described below: To qualify at the GS-11 grade level: Specialized Experience: One (1) year of Specialized Experience equivalent to at least the next lower grade level (GS-09). Examples of qualifying specialized experience include: Developing and interpreting administrative policies and requirements and reviewing the work of other team members. Managing and assisting with any facility issues, equipment, service operation design projects; analyzing and assessing the efficiency and effectiveness of various administrative programs. Managing and analyzing use of space and facilities, safety and/or security inspections, and/or minor construction budgets, etc. and advising management accordingly. Operating and managing an identity card program, to include, cardstock inventory management, card issuance, administrative oversight of role-holders, and issuing cards, as necessary. Administering government regulations relating to environmental, health, safety, and/or security standards which can be gained through such activities as conducting safety and/or security inspections, assisting or monitoring a safety and/or security program, and/or identifying and/or resolving safety and/or security deficiencies. Note: There is no educational substitution for the minimum qualifications specialized experience. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items.
