Major duties
This position is located in the Employee Relations Branch at DCAA Headquarters. The incumbent provides comprehensive guidance on all aspects of human resources management, directly shaping the agency's workforce and employee relations landscape. Administers HR programs and projects, applying federal laws and agency policies across performance management, incentive awards, leave, and discipline to meet organizational goals and ensure compliance. Advises on employee relations matters, such as discipline, grievances, and performance, by researching cases, preparing formal responses, and maintaining accurate case files to support all actions. Identifies and analyzes complex employee relations issues, developing and implementing effective solutions. Advises and assists management on performance management processes and procedures, including reviewing performance elements, standards, and appraisals.
What you need to qualify
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Expertly advises management on employee relations casework, misconduct actions, and performance management, delivering data-driven recommendations to resolve sensitive workplace issues; administers employee relations programs and leverages personnel systems to optimize workforce discipline, compliance, and overall effectiveness. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
