As an Supervisory Program Management Specialist, you will lead three branches overseeing dashboards and business intelligence, advanced quantitative analytics, and data literacy.

Major duties

Provide strategic oversight for subordinate supervisors and staff, setting priorities, evaluating performance, and guiding the implementation of goals to improve quantitative data analysis, data literacy, and data reporting. Facilitate communication with internal/external stakeholders, including senior Chief Data and Analytics Office, USCIS officials, DHS components, and partner agencies, to ensure the correct ingestion, analysis, and interpretation of immigration data. Oversee teams of immigration data experts who enhance enterprise capacity for stakeholders by developing analytical tools, delivering training, supporting data queries, and providing expertise on USCIS databases, data, and processes. Manage teams data analysis, deliver presentations, and brief data issues to leadership to facilitate data-driven decisions. Collaborate with external stakeholders and their leadership to coordinate inter-office efforts among data teams. Serve as product owner for key agency data resources and platforms in partnership with stakeholders. Support the contracting officer by defining requirements, developing statements of work, evaluating contractor proposals, and monitoring contract performance to ensure contracts meet program objectives and comply with regulations.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 07/27/2026. GS-15: You qualify at the GS-15 grade level, you must possess at least one (1) year of specialized experience, equivalent to the GS-14 grade level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the all of the following duties: Managing teams to execute multiple projects and communicating with managers, staff and stakeholders at all levels throughout project life cycles. Developing and implementing processes and procedures to ensure quantitative work products and technical projects are accurate and delivered on time. Setting annual strategic priorities for the office. Establishing priorities across teams and managing a diverse staff to maximize use of their skills in an environment with competing deadlines and resource demands. Building working relationships with internal and external stakeholders to advance program objectives.
