This vacancy is for a GS-1301-12, Environmental Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, ENVIRONMENTAL MANAGEMENT DIVISION in NORFOLK, Virginia.
Major duties
You will serve as a Environmental Management Specialist and be responsible for being a subject matter expert (SME) for a wide range of environmental programs encompassing environmental remediation/restoration and environmental liabilities, environmental compliance, environmental planning, and environmental sustainability throughout the CEU AOR. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Assisting with the effective and efficient execution and management of the Coast Guard's multifaceted environmental program throughout a designated area of responsibility as well as on a national, enterprise-wide basis as workload, resources, and program priorities necessitate. Guiding / supporting the execution of the Coast Guard environmental program at both the depot and unit levels, programmatically and on a day-to-day execution basis. Providing authoritative guidance, advice, technical assistance, training and professional development, and general environmental program support to units and personnel on a wide variety of environmental program aspects. Providing environmental program technical support, guidance, and assistance to design team and project execution personnel, asset managers, planners, real property professionals, support staff and other professionals providing and/or supporting shore infrastructure logistics support and executing the CG civil engineering/facilities management program. Reviewing program and project documents to ensure compliance with environmental regulatory mandates, and environmental planning requirements, conformance with Coast Guard environmental policy and program objectives, and appropriate consideration of pollution prevention / stewardship concepts are appropriately and properly incorporated into final documents. Providing environmental planning / determining the appropriate level of documentation required to comply with National Environmental Policy Act (NEPA) for SILC initiatives and specific projects. Serving as a Remedial Program/Site Manager (RPM/RSM) for contaminated sites. Activities typically include identification of contaminated areas / investigations of past spills / releases of regulated substances, coordination of field sampling and characterization, oversight of remediation / investigation activities, writing reports detailing investigations and corrective actions; and negotiating with regulatory agencies to determine appropriate corrective actions. Conducting/participating in environmental compliance evaluations (ECEs), hazardous materials / hazardous waste management surveys, assessments of compliance management programs, compliance assistance visits, and similar environmental audits/assessments. Mandatory training is required which must be successfully completed and other training may occur as necessary for success in the position. What you need to qualify
Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: EDUCATION: A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. AND To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Specialized experience may include the following: Proving technical support, guidance, or direction to personnel, units, and/or program management personnel to facilitate environmental regulatory compliance and enhance environmental stewardship. Executing, managing, and coordinating remediation / restoration projects and activities for the management and remedy of real property environmental liabilities. Managing and supporting compliance with NEPA requirements and/or ensuring program, projects, and activities adhere to historic / cultural resource management responsibilities and other environmental mandates for the preservation and protection of natural resources. Conducting regulatory compliance audits, compliance assistance visits, and/or pollution prevention assessments; documenting audit findings, drafting audit reports, assisting with / guiding resolution of non-compliance findings, or mentoring / training other audit personnel. Developing scopes of work/ statements of service, cost estimates, and project schedules; coordinating / monitoring / inspecting work-in-progress, investigating and supporting resolution of hindrances to project execution, supporting the resolution of contract disputes, liaising with stakeholders, participating in meetings and conference calls, review of work plans and other contractor submittals, or executing other project management / COR responsibilities. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
