Major duties

WHAT YOU'LL BE DOING DAY TO DAY As a Budget Officer, you will: Serve as the supervisor and technical authority responsible for the planning, justification, formulation and execution of financial operations of ACYF's program and administrative budgets with responsibility for making allowances and sub-allowances to ACF central and regional offices for the effective operation of ACYF programs. Serve as the primary expert and advisor to the Executive Officer and Commissioner on all aspects of budget planning, presentation, formulation and execution issues. Plan, gather, assemble and provide response to budget requests required by ACF, DHHS, OMB and Congress; review, edit and consolidate annual and multiyear budget estimates, hearing testimonies and oversee the preparation of budget narratives and justifications for programs. Supervise the formulation of short- and long-range program plans and objectives, and conduct fiscal studies and program analyses to coordinate and synthesize financial and program data to determine if achievements are being met in comparison with the agency goals. Review, analyze and revise budget estimates, requests for allowance, allotments, obligating documents and requests for reprogramming of funds.

What you need to qualify

WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following: Leading and directing complex federal budget and financial management programs involving the planning, formulation, justification, execution, and oversight of multi-million-dollar program and administrative budgets. Serving as senior advisor to executive leadership on budget policy, resource allocation, appropriations law, and financial management matters; Advising senior program officials on the fiscal impact, feasibility, and legality of program initiatives and operational plans. Developing, reviewing, and presenting annual and multi-year budget estimates, congressional budget justifications, hearing testimony, briefing materials, spending plans, and responses to inquiries from senior agency leadership, OMB, Congress, and other stakeholders. Directing budget execution activities involving fund allocation, allotments, obligations, reprogramming actions, financial monitoring, reconciliation, and compliance with appropriations law, Anti-Deficiency Act requirements, continuing resolutions, apportionments, and other federal financial management regulations. Analyzing program and financial data to assess organizational performance, identify funding requirements, recommend budgetary adjustments, and support strategic planning and decision-making. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
