Instructional Systems Specialist (Training Development Program Manager)

The incumbent will serve as an Instructional Systems Specialist within AJV-T430.
Major duties
The Instructional Systems Specialist serves as the Training Development Program Manager and is responsible for establishing procedures and standards for training development projects and programs, managing training development projects, providing strategic advisory services to the Training Solutions Team Manager regarding development and maintenance of training programs, and leading training development and revision projects/programs of major significance in support of the FAA and external federal agencies. The Instructional Systems Specialist is a recognized subject matter expert in developing and executing training development plans based on extensive knowledge of FAA training program standards and practices. Acts as a principal specialist to develop new and innovative approaches, methodologies, and/or techniques of instructional design methods and processes, adult education theories and principles, and educational technologies, methods, and media. Provides project management oversight to course development and other projects, including establishing requirements, budget, and schedule, identifying risks and recommending mitigations, monitoring scope, budget and schedule, communicating project status to management and stakeholders and recommending corrective actions as needed. Reviews deliverables for quality and acceptability before closing out and documenting projects. Assigns tasks and prioritizes the work of multi-disciplinary training development teams for complex programs and projects that have inter-agency and often national impact. The Training Development Program Manager applies experience and expert knowledge to conduct functional activities for programs that often require the development of new and innovative approaches. Identifies and resolves challenging problems or issues that often cross organizational boundaries and impact on the accomplishment of strategic objectives. Oversees development of processes, plans, and templates to ensure uniformity and consistency of training products and adherence to national policies, standards, systems, and procedures governing FAA and external federal agencies' training. Researches, analyzes, and recommends new training methods, media, and technology for integration into training programs. Identifies, acquires, and assigns resources for large projects/programs/work activities. Generates cost estimates for new projects. Conducts studies and prepares reports on program management efficiency and effectiveness and makes recommendations regarding training program improvements that impact a wide range of training activities to ensure consistent, high-quality training. Maintains an overall schedule of Training Solutions Team programs and reports progress, issues, and risks to the Training Solutions Team manager. Broad policies and objectives provide general guidance for addressing issues but often require the development of new approaches. Provides program management oversight to include identifying risks and recommending mitigations. Provides expert guidance and instruction both internally and externally to address diverse, complex issues. May develop new policies, procedures, and approaches that take into consideration FAA policies, Government-wide rules and regulations, and external concerns. Contacts are internal and external. Often represents the FAA Academy in meetings and is a principal point of contact for communications with internal and external stakeholders. Speaks authoritatively on Academy training development policies, processes, and practices. Applies expertise in FAA training standards and practices, instructional design methods and processes, adult education theories and principles, and educational technologies, methods, and media. Communicates the organization's vision and objectives and sets team priorities. Performs other duties as assigned.
What you need to qualify
Basic Requirements: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The coursework must have included study in AT LEAST FOUR OF THE FOLLOWING FIVE AREAS (Applicants MUST submit course descriptions from the appropriate college/university): 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirements listed above, you must also meet the specialized experience. Specialized Experience: In addition to meeting the basic requirements listed above, to qualify at the FV-J level, applicants must possess at least 52 weeks of specialized experience equivalent to FV-I /FG-13 that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. Specialized Experience includes: Experience researching, evaluating and implementing new and innovative training technologies, methods, and media. Experience conducting studies and preparing reports on program management efficiency and effectiveness. Experience in coordinating and administering formal educational or training services programs.
