VA Careers - Pharmacy: https://youtube.com/embed/Fn_ickNBEws The Pharmacy Facility Program Manager is responsible for enterprise governance, strategic planning, implementation, oversight, and continuous improvement of all pharmacy automation and medication distribution systems across the Bay Pines VA Healthcare System (VAHCS) and will report to the Associate Chief, Pharmacy Operations or designee and exercises significant independence in managing the pharmacy automation program. Duties for the position may include but are not limited to: Provides program-level oversight, governance, and coordination of pharmacy automation systems including, but not limited to, automated dispensing cabinets and medication storage solutions; workflow management and dispensing systems; barcode medication administration interfaces; medication preparation and labeling technologies; and medication refrigerators and freezers with associated monitoring systems. Establishes and maintains standards, configuration parameters, access controls, override criteria, downtime procedures, discrepancy resolution processes, and reporting methodologies to ensure safe, secure, and compliant medication distribution. Accountable for system performance, data accuracy, risk mitigation, and corrective action planning related to automation-supported workflows. Provides expert consultation and leadership in support of medication safety initiatives, controlled substance accountability, diversion prevention, security requirements, regulatory compliance, and accreditation readiness. Leads analysis and response to automation-related events, discrepancies, and system failures, and develops systemwide improvement strategies to prevent recurrence. Serves as the Contracting Officer's Representative (COR) for pharmacy automation-related contracts, ensuring vendor performance, contract compliance, lifecycle planning, and alignment with clinical and operational needs. Collaborates with OI&T, Biomedical Engineering, Clinical Informatics, Nursing, Contracting, and other stakeholders to support system implementation, optimization, upgrades, and issue resolution. Participates in and presents requests to the Equipment Committee and other facility committees related to pharmacy automation and equipment support, including Integrated Project Teams (IPTs) associated with service activations, expansions, and modernization initiatives. Clinical Pharmacy Support: Performs all functions of a GS-12 pharmacist as required. Reviews and processes pending medication orders, including requests for non-formulary and restricted medications. Evaluates prescriptions for appropriateness, dosing, contraindications, renal function considerations, drug interactions, and adherence to therapeutic guidelines. Participates in formulary conversions, medication substitutions, shortages, and recall management. Communicates medication changes and recommendations to providers and patients to ensure continuity of care and medication safety. Perform other duties assigned. Work Schedule: Full-Time. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: (1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.). (2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet- Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements for employment in paragraph 2, the following criteria must be met when determining the grade of candidates. Experience. In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following KSAs: Ability to communicate orally and in writing to persuade and influence clinical and management decisions. Expert understanding of regulatory and quality standards for their program area. Ability to solve problems, coordinate and organize responsibilities to maximize outcomes in their program area or area of clinical expertise. Expert knowledge of a specialized area of clinical pharmacy practice or specialty area of pharmacy. Advanced skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters. Preferred Experience: Experience managing, coordinating, or providing program level oversight of pharmacy automation and medication distribution systems within a complex healthcare environment. One year experience in both large outpatient and inpatient pharmacy settings. PGY-1 and/or PGY-2 Pharmacy Residency training preferred. Experience with a broad range of pharmacy automation technologies (e.g., BD Pyxis ES, ScriptPro, MILT, Euclid, BD IV Prep, TempTrak, etc.) Experience service in a project management, or operational role involving pharmacy automation or technology supported medication use processes. Experience in collaborating with multidisciplinary stakeholders (e.g., Pharmacy, Nursing, OIT, Biomedical Engineering, Clinical Informatics, contracting, vendors, and facility leadership) to support implementation, optimization, and operational continuity of automated systems.
