What you'd do

The position serves as the Director, Standards and Rulemaking Division, Office of Hazardous Materials Safety (OHMS), Pipeline and Hazardous Materials Safety Administration (PHMSA). The incumbent plans, coordinates, recommends and implements changes and additions to, and administers, the Department of Transportation's comprehensive set of regulations for ensuring the safe transportation of hazardous materials.

Major duties

The Supervisory Transportation Specialist (Standards and Rulemaking Director): Develops, recommends, and maintains comprehensive long-range plan, including priorities and schedules for hazardous materials regulatory actions and support for international standards setting activities. Directs the hazardous materials regulatory program in accordance with the long-range plan and schedule. Directs the development, maintenance, and execution of a program to periodically review existing regulations, to revise or revoke those regulations determined not to be achieving their intended purpose, and to periodically review special permits for possible conversion into regulations of general applicability. Consults with senior managers, officials of other Federal agencies, representatives of the regulated community, and other interested persons to gain information about emerging safety issues. Maintains continuous contacts with carriers, shippers, container manufacturers, and trade associations in order to obtain the input and coordination necessary to assure that the regulations represent a proper balance of safety, environmental protection, operating practicality, and are economically feasible. This position will lead organizational change through projects and teams using analytical, regulatory, and project management skills and will need to understand concepts and tools related to international and domestic regulatory and standards development, analysis, review/reinvention, and environmental and economic impact analysis. The incumbent will work closely with the Office of Hazardous Materials Safety divisions, including the International Program Coordinator, Office of Chief Counsel, Public and Governmental Affairs, and other PHMSA lines of business, on issues concerning hazardous materials standards and rulemaking.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To meet the minimum qualifications for this position, you must meet the Individual Occupational Requirement (IOR) and the specialized experience requirements. Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include: Experience directing or leading a hazardous materials program that includes budget and finance development and the analysis, evaluation, interpretation, development, implementation, and application of Federal policies, regulations, and industry standards/practices related to hazardous materials transportation safety. Experience in a leadership role developing, implementing, and executing strategic policy guidance, international regulatory policy agendas, regulatory reform initiatives, program plans, milestones, goals, measuring outcomes and making recommendations to executive leadership. Experience developing processes, standard operating procedures, implementing projects, programs, plans, and providing management oversight to strengthen hazardous materials safety programs based on analysis and assessments gathered from leading work groups, panels and forums with established internal and external stakeholders. Experience working in environments requiring strong analytic, quantitative, strategic, and operational focus and ability to synthesize organizational objectives to create cross-functional programs with measured results.
