What you'd do

The Supervisory IT Specialist (Director IT Asset Management (ITAM)) provides oversight and leadership of the IT Asset Management t program for End User Operations of The Office of Information and Technology. This includes all IT hardware and software for the Department of Veterans Affairs including Activations and Infrastructure Refresh Program. The Director leads the enterprise-wide development and implementation strategy required to manage the overall EUO operational IT systems.

Major duties

Major Duties: Applies consideration to enterprise level issues, such as, IT policy development, documentation, and supportability; systems compatibility, manageability and interoperability; personnel manning and training; and equipment and building physical security. This also, includes architecture, operational issues (bandwidth, management, maintenance), documentation, information assurance policy compliance, life cycle support, and accredited systems security engineering practices. Identifies installation and/or remote site ramifications, such as, site-specific locations, impact on entire installations, bandwidth utilization and remote management. Oversee supervisors who are responsible for setting priorities and reviewing work; assigns work; find ways to improve work methods and productivity and quality; adjust work assignments to accommodate resource allocation decisions; Delegated managerial authority to set a series of annual, multi-year and/or long range work plans and schedules for authorized FTEE(s) or work contracted out. Develop and manage annual and multiyear budgets for personnel, technology, and operational resources. Oversee execution of IT Activation projects from initiation through closure while managing scope, schedule, and budget adherence. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Working Conditions: Work is performed in a typical computer operations environment. Rooms are well-lighted, air-conditioned office spaces with moderate noise from common office equipment

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2026. You may qualify based on your experience as described below: Basic Requirements Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the five competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Specialized experience for this position is defined as: Leading, coordinating, communicating, integrating, with full accountability for the overall success of the IT Asset Management, ensuring alignment with agency and enterprise priorities; directly managing information technology projects; acting as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, providing direction and monitoring all significant activities so the service is delivered successfully; developing and maintaining strategic plans; performing needs analysis to determine opportunities for new and improved business process solutions; developing and documenting supply chain risks for critical system elements; directing, planning, and coordinating all aspects of management direction with oversight of quality and support program areas; AND developing, implementing, analyzing, and evaluating plans and programs, resolving conflicts that arise, and coordinating work with EUO personnel and contractors. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
