What you'd do
About the Position: About the Position: Serves as accounting technical expert for the Walla Walla District Revolving Fund or Civil Works activity. Advises on specialized Revolving Fund activities such as facility account management, distribution of costs to civil funded projects, labor and payroll accounts.
Major duties
Provides program and district managers with accurate and timely financial information and advice. Evaluates account balances, trends, and conditions thereof to provide guidance to operating officials. Provides accounting data and support to budget and program managers for preparation of budgetary and program data. Interprets accounting regulations and gives financial advice and recommendations based on law, regulations, and professional knowledge of accounting practices. Solves difficult financial management problems in the organization's programs. Projects fund requirements and makes recommendations to managers and higher authority for additional requirements. Initiates and recommends procedures and policies to prevent waste, fraud, and abuse of resources. Ensures adequate internal control reviews on cost accounts and general ledgers.

Additional information about transcripts is in this document. Basic Requirement for Accountant GS-0510-7/9/11/12: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing. (See questionnaire for full requirements). In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience, GS-07: One year of specialized experience at the second lower grade/level which includes experience performing technical work that provided the basic understanding of concepts and principles of accounting such as organizing or reviewing financial data related to accounting problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting or finance. OR Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on: (1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). OR Combination of Education and Experience: See Questionnaire. Specialized Experience, GS-09: One year of specialized experience which includes experience analyzing financial data in order to solve accounting problems using an automated financial system. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting or finance. OR Combination of Education and Experience: See Questionnaire. Specialized Experience, GS-11: One year of specialized experience which includes experience providing financial accounting services in an automated financial system which included analyzing and interpreting accounting information and regulations, and applying generally accepted accounting principles to actual financial problems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting or finance. OR Combination of Education and Experience: See Questionnaire. Specialized experience, GS-12: One year of specialized experience which includes applying accounting principles, theories, and techniques to independently perform accounting work for operational programs or systems and to analyze and advise managers on accounting and financial matters; knowledge of the governing regulations and reporting requirements to monitor upward reports on Revolving Funds. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-5 for the GS-7, GS-7 for the GS-9, GS-9 for the GS-11, GS-11 for the GS-12).
