Senior Environmental & Social Risk Specialist
What you'd do
This position is part of the Environmental & Social Risk Assessment Division, Office of Development Policy (ODP), U.S. International Development Finance Corporation (DFC). As a Senior Environmental & Social Risk Specialist, you will advance responsible development finance by assessing complex global projects, identifying and mitigating environmental and social risks, advising on compliance, and monitoring approved investments across DFC's portfolio.
Major duties
As a Senior Environmental & Social Risk Specialist, you will: Conduct environmental and social risk assessments for proposed DFC-supported projects across finance, insurance, equity, investment fund, financial services, and financial intermediary transactions. Review prospective and active projects for compliance with DFC environmental and social requirements, IFC Performance Standards, applicable guidelines, legal requirements, and recognized best practices. Identify environmental and social risks, compliance gaps, mitigation measures, corrective actions, and improvements to project risk management plans, policies, and procedures. Prepare clearances, assessments, reports, recommendations, technical study requirements, terms of reference, and environmental and social conditions for DFC agreements. Monitor approved projects through desk reviews, monitoring reports, deliverable tracking, and site visits; identify non-compliance and recommend corrective actions. Communicate technical findings and guidance to DFC leadership, staff, clients, consultants, co-lenders, government agencies, multilateral institutions, NGOs, and other stakeholders; draft briefing materials, Board and Investment Committee sections, guidance notes, training materials, and presentations. What you need to qualify
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). You may qualify at the GS-14 level, if you fulfill the following qualification requirements: One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your experience: 1) Conducting environmental and social risk assessments or monitoring for finance, insurance, equity, investment fund, or financial intermediary projects; 2) Reviewing technical studies, monitoring reports, or management plans to evaluate compliance with international environmental and social standards, such as IFC Performance Standards; 3) Preparing written analyses, clearances, reports, recommendations, briefing materials, or contract conditions that identify risks, compliance gaps, mitigation measures, or corrective actions; 4) Providing technical guidance or coordinating with internal and external stakeholders to communicate environmental and social issues and support project decisions; 5) Conducting site visits to assess environmental and social risks of projects, identifying gaps with international best practice, developing action plans, and building client capacity; and 6) Applying best practices with respect to environmental and social safeguards, negotiating terms and conditions of legal agreements to include project provisions to mitigate adverse environmental and social impacts. Note: Education is not substitutional at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
