This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a General Engineer Project Manager requiring a multidisciplinary familiarity in building architecture, civil and industrial engineering.

Major duties

Uses data to prepare program status, budgetary and statistical reports. Analyzes program objectives, work progress, workload accomplishment and compares results against objectives, workload against resources, and output against standards. Assists the Lead Program Analyst by serving as the primary advisor to the Director of Public Works Analyzes data to identify areas, which exceed objectives or costs; are excessive in relation to production and/or to the man-hours expended in relation to workload accomplished. Serves as expert planner, coordinator, and advisor for the DPW for policy applicable to the General Fund Enterprise Business System (GFEBS). Manages funds approval and is responsible for day-to-day management and administration of the organization’s budget execution.

The entry requirement requires completion of education or a combination of education and experience sufficient to be comparable to that normally acquired through the completion of a four year course of study with a major in the professional or scientific field. Specialized experience for GS-12 is defined as overseeing construction or renovation of existing structures to include identifying resource requirements and/or writing scopes of work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-11.
