What you'd do
This position is part of the Office of Fossil Energy and Carbon Management - National Energy Technology Laboratory, Department of Energy. As a Grants Management Specialist, you will be managing all phases of the financial assistance process, from initial procurement planning and pre-award application reviews to post-award monitoring and final close-out.

Veterans shape the future of energy At the full performance level GS-12 Grants Management Specialist, you will: Lead pre-award planning and administration by developing funding opportunities, determining appropriate award instruments (such as grants or cooperative agreements), and establishing merit evaluation criteria. Perform complex financial and cost-benefit evaluations of applicant budget justifications, proposed milestones, and recipient accounting systems to ensure the allowability, allocability, and reasonableness of costs. Negotiate specialized award terms, conditions, and budgets with applicants and grantees, resolving controversial pre-award issues and protecting federal interests. Conduct robust post-award monitoring and compliance reviews, including analyzing continuation/renewal applications, evaluating requested changes, and managing recipient audits, fund obligations, and award closeouts. Provide expert technical assistance and training to program officials, external partners, and lower-graded grants management staff, addressing controversial issues and advising on precedent-setting grants management situations. Evaluate and refine agency financial assistance policies by identifying procedural inefficiencies, assessing the operational impact of proposed regulations, and drafting corrective guidance.
What you need to qualify
GS-11 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-9 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following: Reviewing funding applications for eligibility and analyzing proposed budgets to ensure costs are realistic, allowable, and compliant. Drafting grants, cooperative agreements, or funding packages. Tracking recipient expenditures, reviewing performance and financial reports, and processing final agreement closeouts. OR A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M.; your education must demonstrate the knowledge, skills, and abilities necessary to do the work. For this position, this is defined as a degree in Public Administration, Business Administration, Nonprofit Management, Accounting, Finance, Public Policy, Economics, Law, or a similarly related major. TRANSCRIPTS REQUIRED OR A combination of education and experience as described above that when added together equal 1 year. TRANSCRIPTS REQUIRED GS-12 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following: Independently evaluating project proposals, conducting cost analyses on multi-year budgets, and negotiating final budgets and award terms. Managing an active award portfolio by tracking expenditure rates to prevent funding lapses, analyzing progress and financial reports, and conducting project reviews to ensure compliance with administrative requirements. Resolving audit findings or recipient compliance issues, managing final administrative closeouts and financial reconciliations, and providing technical guidance and policy interpretation to staff and recipient organizations. There is no substituting education for specialized experience at the GS-12. Limit your resume to no more than two (2) pages. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
