This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Centers for Coastal Ocean Science (NCCOS), with one vacancy in Silver Spring, MD.
Major duties
As a Supervisory Environmental Scientist, you will perform the following duties: Serve as a branch chief in the National Centers for Coastal Ocean Science (NCCOS), providing formal technical and administrative supervision of staff. Plan, formulate, and implement a research program consistent with organizational strategic plans, goals, and priorities in ecosystem science, coastal resilience, and coastal stewardship. Oversee development of project plans by lower-level staff, ensuring adequate performance measures, milestones, budget, and staffing requirements are addressed. Plan and distribute work to be accomplished by subordinates, set and adjust short and long-term priorities and prepare schedules for the completion of work. Improve production and quality of work, evaluate work performance and address issues. Oversee workforce planning, human capital development, and human resource hiring. Serve as a member of the office management team. Contribute to the development and implementation of strategic, legislative, partnership, and communication plans. Develop information and approaches related to strategic planning for the future operations of the organization. Develop new concepts, ideas, and methods to communicate and execute long-range programs and initiatives. Oversee strategies for assessing, tracking, and reporting of strategic plan goals and accomplishments. Serve as a subject matter expert attending meetings, conferences, and committees, and liaising with internal and external contacts in support of the research portfolio. Provide complex technical information clearly and effectively through various forms of communication, to inform scientific and management decision-making. Develop and foster partnerships with relevant entities to meet organizational mission requirements and ensure research portfolio meets coastal management needs. What you need to qualify
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet one of the following basic education requirements: To qualify for the 0401 series: EDUCATION: A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. -AND- SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-5 or GS-15 level: SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following: Overseeing the research portfolio for an organization to ensure alignment with wider directives; Developing and fostering strategic partnerships with internal and external contacts to meet organizational mission requirements; and Leading or managing a team or subordinate personnel, such as assigning work, setting priorities, and providing feedback or technical expertise for assignments.
