Major duties
This is a career developmental level position to full performance grade GS-09 Administrative Specialist for the Southern Arizona Group, which includes the Southern Arizona Office, Montezuma Castle, Tuzigoot, and Tonto National Monuments. The position is the principal advisor and management consultant to the Administrative Officer, Superintendents and respective management teams for acquisitions, property, fleet and housing management activities and a variety of routine administrative matters. This position reports to the Administrative Officer for the Southern Arizona Group. As needed, and at the discretion of the Arizona state coordinator, the incumbent may assist other National Park Service units outside of the SOAR Group. The primary responsibility of this position is to perform progressively more difficult assignments in providing accurate and reliable advice on a wide range of administrative functions. This applies to the Southern Arizona Office, Montezuma Castle, Tuzigoot and Tonto National Monuments either as a personal advisory service to the Administrative Officer and Superintendent. The position will initially be responsible for the following duties: Advising the park Superintendents, the group Superintendent, the Administrative Officer and the Division Chiefs on the parks' policies, decisions, and actions in the areas of, administrative services, acquisition and property management, fleet and housing operations. Performing progressively more difficult supply functions including receiving incoming supplies, materials and equipment, checking items against acquisition documents for completeness, and resolving discrepancies with the Contracting Officer or shipping companies. Ensuring that property is appropriately marked as Government property. Directs the disposal of excess or unusable property. Advises Boards of Survey on regulations and procedures for investigating lost, damaged, or stolen property. Advises park managers on property accountability and control practices. Serving as an expert in the management of fleet property and/or fleet duties, the development and implementation of fleet management policies and procedures. The incumbent should expect to build effective working relationships with team members, park superintendents, division managers, park employees and must be effective with their verbal and written communication with NPS personnel and external partners. Duties will be developmental in nature when filled below the full performance level.

In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period or trial period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. All qualifications must be met by the closing date of this announcement-07/24/2026-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-0301-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Performing progressively more difficult functions including receiving incoming supplies, materials and equipment, reviewing documents for accuracy and compliance with regulations; coordination and management of property inventories and resolving discrepancies. Advise Boards of Survey on regulations and procedures for investigating lost, damaged or stolen property. Advise park managers on property accountability and control practices. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full year of graduate level education or superior academic achievement. To qualify based on superior academic achievement, applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses OR Applicants must have a grade-point average of: 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum OR Election to membership in a national scholastic honor society. If qualifying based on education, you must submit transcripts with your application materials. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example: I have 6 months of specialized experience as listed in A, and 12 credits of graduate education (3/4 of a year of grad school). If qualifying party based on education, you must submit transcripts with your application materials. The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
