DIRECTOR, SHIPYARD CONSTRUCTION PACIFIC
What you'd do
You will serve as principal advisor for Pacific Shipyard Construction and as Naval Facilities Engineering Systems Command (NAVFACSYSCOM) foremost technical authority and integration expert for shipyard modernization. You will provide authoritative independent advice to senior Navy leadership to accelerate delivery of shipyard infrastructure at the speed of relevance in support of Navy's acquisition reform initiative.
Major duties
You will directly support execution of the Shipyard Infrastructure Optimization Program (SIOP) within the pacific region, modernizing critical shipyard infrastructure essential to fleet readiness. You will provide expert guidance on execution of complex construction projects within active shipyards, ensure alignment of construction strategies, industrial processes and project sequencing to accelerate delivery. You will evaluate construction techniques, fabrication processes, and execution approaches to identify opportunities for improved efficiency, reduced risk, and adoption of commercial best practices. You will serve as lead technical advisor for integrating industrial plant equipment with infrastructure upgrades, to ensure optimized operational capability and alignment with mission requirements. You will conduct independent analysis of execution risks, including schedule delays, cost impacts, and operational constraints, and provide recommendation to improve predictability and performance. You will provide expert interpretation of applicable policies, standards, and requirements, (e.g., UFC, OSHA,) to ensure compliance while identifying opportunities to streamline processes and enhance delivery timelines.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1: Industry and Supply Chain Expertise Demonstrated expert knowledge of the commercial construction industrial base, including an in-depth understanding of labor market trends, supply chain dynamics, supplier capacity, and material cost drivers that affect project delivery. This expertise must include the ability to identify industrial base vulnerabilities and develop forward-thinking strategies to enhance resilience, diversify suppliers, increase capacity, and improve overall predictability. A thorough understanding of the legislative, regulatory, and policy environment governing the Department of War and the defense industrial base is essential. TQ 2: Strategic and Acquisition Expertise Proven ability to provide executive-level consultation and develop data-driven strategic recommendations that improve processes, challenge conventional approaches, and support informed decision-making within a large, complex organization. This must be coupled with a comprehensive knowledge of the Department of War acquisition system and demonstrated experience supporting the successful delivery of large, complex programs through expert analysis and innovative acquisition strategies.
