What you'd do
This position is located within Flight Program Operations, Flight Program Safety, Mission Training and Standards Group. The Manager is responsible for overseeing the administrative and technical direction of flight operations personnel and managing technical support within the Mission Training and Standards Group.
Major duties
Responsible for executing ground safety programs, to include environmental management system, and occupational safety and health programs. Monitors and provides oversight of flight, maintenance, ground, and facility safety practices. Provides safety education and proactively analyzes data to mitigate and prevent incidents and accidents. Ensures all aspects of the flight operations program complies with applicable regulations to include but not limited to: aviation safety programs, ground safety programs, facility safety programs, and safe aviation operating practices. Recognized as the Flight Program Operations focal point on safety matters, administers the safety program and makes recommendations to improve safety in the workplace. Oversees staff responsible for performing flight inspection of navigational aids and instrument flight procedures in the National Airspace System (NAS). Ensures crewmembers operate in accordance with applicable 14 Code of Federal Regulations (CFR) parts, operating manuals, and national policy/directives. Exercises final authority for managerial responsibilities over a highly technical and specialized staff including selections, promotions, disciplinary actions, equity of performance standards and evaluations training, awards, and resolution of grievances. Responsible for establishing annual and multiyear goals and objectives for the division. Responsible for the development of a professional staff to accomplish safety program goals: develops requirements for budgetary support, personnel, space and equipment programs and manages the resources assigned to the team such as staff, space, equipment and funds. Maintains program liaison with the Air Traffic Organization (ATO) and with technical operations personnel across multiple organizational levels to coordinate current initiatives and planned safety initiatives that affect the operation of the NAS. Applies a detailed knowledge of 14 CFR , aviation programs, aviation standards and safe aviation operating practices to direct and coordinate resources of a large-scale organization that operates in a 14 CFR Part 121, Part 135, Part 91, or Part 141 environment; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the major subdivision, the LOB/SO, and the FAA. Also applies a thorough understanding of the principles of management and strategic planning, and the ability to integrate the work of multiple organizational units/projects/programs to accomplish mission objectives. Responsible for keeping the flight program's Chief Pilot fully informed about the status of the organization. Directs the work of subordinate employees for multiple organizational units/projects/programs across multiple functions and/or disciplines within a major subdivision. Work includes complex projects/programs based on the objectives of the major subdivision/the Air Traffic Organization Line of Business (ATO LOB) and frequently the FAA. Makes recommendations and/or final decision involving flight operation matters, financial, and administrative issues. Integrates and coordinates the work of inter-functional groups, recommends resource allocation for the applicable program segment, provides leadership in developing, implementing, evaluating and improving processes and procedures to ensure the effectiveness, efficiency, and productivity of the organization: reviews and approves reports and documentation to assure they accurately reflect the policies and vision of AJF/ATO/FAA and the effect on safety for the NAS. This is a non-critical sensitive level position. Incumbent may require access to information classified up to and including SECRET. Incumbent must participate in the FAA Program as crewmember appropriate to the crewmember assignment. Travel up to 75% may be required. Performs other duties as assigned.
What you need to qualify
To qualify for this position at the FV-K (GS/FG-15) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV-J (GS/FG-14) level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position. SPECIALIZED EXPERIENCE includes - Experience managing, directing, and coordinating resources in a public or US military or governmental (federal, state, local) environment or private sector dealing with evaluating the effectiveness of a flight program and developing criteria and standards in support of the mission (e.g. flight inspection, transportation of passengers, or goods, aviation dispatcher, dispatcher or collecting and analyzing data for flight inspection missions. - Experience working in a certificated flight program, experience with strategic planning, process evaluation and development, and experience with budget allocation and other administrative policies and procedures. - Experience providing oversight and ensuring readiness routinely and in the event of emergencies, including safety, training, and scheduling. - Experience dealing with laws and regulations in accordance with 14 CFR Parts 5/121/135/141. AND In addition to the minimum qualifications, the following has been determined to be a Selective Placement Factor for this position. This means possession of this criterion is part of the minimum qualifications and is essential to perform the duties and responsibilities of this position. Applicants who do not possess this criterion are ineligible for further consideration. SELECTIVE PLACEMENT FACTOR (SPF): To qualify, applicants must possess the following: - Flight Inspection Certification issued by Flight Program Operations Selected candidates must obtain a Class III medical certificate prior to appointment. ALSO QUALITY RANKING FACTOR (QRF): Well qualified candidates will possess supervisory experience with a Part 121 or Part 135 certificate holder (or a comparable position in US Military aviation operations), supervisory experience with government department, board or agency that deals directly with aviation matters, oversight of a Part 91 or 125 operations/aviation department, or any combination thereof.
