This position serves as a Supervisory Aviation Safety Inspector in the Flight Program Operations (AJF), Flight Program Safety directorate, Regulatory Training & Standards Group, AJF-3200. The organization is responsible for ensuring aircraft operations, maintenance programs, and aviation training programs comply with federal and safety regulations. This is a non-flying position.

Major duties

This Supervisory Aviation Safety Inspector (Flight Oversight) will not conduct certification (pilot evaluating, testing, and checking) job functions as a required crewmember, including safety pilot. This position will apply a broad knowledge of the aviation industry, aviation safety, and Federal aviation laws, regulations, and policies. The Group Manager (GM) directs the work of subordinate employees and managers that focus on the day-to-day operations for pilots by developing specific skills to the desired standard with the help of information, instruction, guidance, and practice for training and standardization programs within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Managerial duties include coaching and mentoring to enhance team/group performances, communicating the organization's vision and objectives, implementing workforce planning, monitoring performance, setting group priorities, and working collaboratively to resource and achieve results. Defines, plans, and organizes assigned budget, staff, and other resources to accomplish objectives for more than one organizational unit/project/program. Manages budget and either reallocates resources among organizational units/ projects/programs or requests additional resources, as needed. Performs critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Applies advanced knowledge of the applicable 14 CFRs, aviation compliance and enforcement, training and standards, and aviation safety systems and their functions. Demonstrates advanced understanding of budget, human resource, administrative policies and procedures, national initiatives, and the objectives of the DOT/FAA. Contacts are primarily with AJF management officials and executives within ATO to discuss the status of AJF regulatory training and standards program. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines. Work is typically governed by the applicable CFR, internal procedures, and AJF/ATO objectives that frequently leave room for discretion. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas, document findings and/or solutions for non-compliances, and develop and recommend new policies and procedures for resolution. Individual and organizational performance is typically reviewed periodically by higher-level management, usually through status reports and organizational performance measures. Has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Work activities typically impact directly on project/program objectives for more than one organizational unit and for the major subdivision. Work frequently affects the major subdivision's internal and external customers. The essential functions of this position require in-person performance.

General Requirements for All Positions: 1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; 2. Valid State driver's license; 3. Fluency in the English language; 4. No chemical dependencies or drug abuse that could interfere with job performance; and 5. High school diploma or equivalent. Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements: 1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); 2. Have the ability to hear the conversational voice (hearing aid permitted); and 3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft. This position does not require a second-class medical certificate. Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: 1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or 2. Individuals who do not meet the minimum medical requirements, but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. Information can be found on the following website: EMP-1.7h FAA Specific Qualifications Guidance for 1825 Aviation Safety Inspector (Flight Oversight) ¿ With No Medical Certificate Requirement Certificate and Ratings: This position requires rating(s) and/or certificate(s) for minimum qualification in one of the following specialties: Air Carrier (Flight Oversight), General Aviation (Flight Oversight) or Rotorcraft-Helicopter (Flight Oversight). A copy of the rating(s) and/or certificate(s) are required for all candidates newly appointed to the FAA for a given 1825 Series specialty. Applicants must submit rating(s) and/or certificate(s) unless they are currently occupying (or previously held) a position in one of the above mentioned 1825 Series specialties (Air Carrier [Flight Oversight], General Aviation [Flight Oversight] or Rotorcraft-Helicopter [Flight Oversight]). In addition, to qualify for this position at the FV-K level, applicants must possess 52 weeks of specialized experience at the FV-J (FG/GS-14) level. Specialized experience is experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes: Experience analyzing impact of technical and administrative changes on the policies and workforce, conducting regulatory research in support of various projects and training, determining regulatory standards and compliance in accordance with the applicable 14 CFRs, analyzing data to develop solutions to analytical problems. Experience planning, directing and evaluating work of subordinate managers, employees, and others in a complex aviation program environment with Part 5/135/145/ responsibilities. Experience implementing and operating aviation program in compliance with federal regulations. Work involves providing authoritative expert technical guidance and operational control, ensuring compliance with applicable helicopter regulatory requirements. Work at this grade level/pay band is rarely reviewed. When work is reviewed, it is generally accomplished through status reports to ensure compliance and alignment with FAA requirements. Note: Recency of specialized experience is waived for current/former 1825 series employees. Applicants should include examples of specialized experience in their work history.
