ASSISTANT IG FOR INVESTIGATIONS AND AUDIT

Major duties
You will report to the IG and manage the Command Hotline, which provides command-wide support for anonymous or confidential means to report concerns of fraud, waste, abuse, or gross mismanagement. You will serve as an Office of Inspector General (OIG) credentialed Investigator at the Naval Research Laboratory (NRL), operating under the investigative authority of the Naval Inspector General Hotline Program. You will evaluate allegations of fraud, waste, and/or abuse at NRL, and at all NRL sites, as well as for programs and contracts that involve NRL funding, resources, or personnel. You will conduct and lead administrative investigations into complaints that are referred from the Department of Defense and Department of Navy fraud Hotlines, as well as from the Office of Naval Research (ONR) and the NRL Hotline. You will coordinate audits, surveys, and inspections performed by GAO, OMB, Naval Audit Service, and other external audit and evaluation agencies. You will assist in inspections and evaluations directed by the Commanding Officer and Director of Research, to determine the scope and depth of review and adjust as necessary.
What you need to qualify
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NO-03 pay band (GS-11/12 grade level) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Expertise and knowledge in CIGIE investigations, audit & evaluation, and inspection general practices to oversee investigations and audits in a basic, exploratory, and advanced scientific and technology (S&T) environment; 2) Ability to interpret and apply regulations, policies, and procedures, (e.g., COMPGEN Decisions, SECNAV Instructions); 3) Ability to gather and analyze data in order to make sound recommendations; and 4) Skill in fact finding, analytical and problem-solving methods and techniques to evaluate information concerning the management processes. This position has a Selective Placement factor that will be used to screen out ineligible candidates. This OIG credentialed position requires certification, including successful completion of the NAVINSGEN Team Member, Intake Specialist, Basic Investigator, Advanced Investigator, and Military Whistleblower Reprisal Protections (MWBR) courses, or equivalent investigations training courses recognized by NAVINSGEN (e.g., the Department of Defense (DoD) Joint IG School, the Air Force IG School, or the Army IG School). This position requires continuing education through annual training. This position requires demonstrated expertise and knowledge in DoD IG, Navy IG, and CIGIE investigations, audit & evaluation, and inspection general practices to oversee investigations and audits in a basic, exploratory, and advanced scientific and technology (S&T) environment. In addition, the position requires knowledge or training in the machinations of a working capital fund (WCF). Working in an S&T environment funded through WCF is more complicated due to extensive outside collaborations involving international and other United States government, academia, private industry, and Federally Funded Research and Development Centers (FFRDC), as well as sponsor involvement.
