What you'd do
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Medicare Drug Rebate and Negotiations Group (MDRNG). As a Health Insurance Specialist, GS-0107-15, you will provide strategic direction and technical advice on Medicare Drug Rebate and Negotiation Programs under the Inflation Reduction Act, supporting technical implementation, operations, development, and long-term program sustainability.
Major duties
Provides strategic direction and technical advice on policies and operations for the Medicare Drug Rebate and Negotiation Programs, including implementation, execution, development, and long-term sustainability of MDRNG program requirements. Serves as subject-matter expert and chief point of contact to external entities on system development and implementation. Develops and expands partnerships with key stakeholders. Provides authoritative technical expertise to MDRNG staff, contractors, and CM, CMS, and HHS leadership on operations, systems, and product development needed to implement the Medicare Drug Price Negotiation and Inflation Rebate Programs. Leads government and contractor teams on system design and development initiatives. Coordinates complex, high-priority assignments, directs long-term strategy implementation, and resolves policy and operational challenges.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing senior technical leadership and strategic direction for the development, implementation, and oversight of complex Medicare prescription drug programs; and 2) Leading program operations to support implementation of Medicare prescription drug programs, including assessing opportunities for efficiencies and improvements; and 3) Serving as a senior advisor to executive leadership by developing authoritative recommendations and strategic guidance, while coordinating with internal and external stakeholders, to implement high-profile Medicare prescription drug programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
