What you'd do

The Program Application Specialist serves as the integrator that coordinates the business process and software functions for the HAS/Business Office services located at the Atlanta VMAC, in Atlanta, Georgia. The Program Application Specialist provides continuous business oversight for a variety of software programs integral to the overall administration and operations of the business and effects programmatic changes at the Atlanta VAMC.

Major duties

Duties to include but not limited to: Coordinates ongoing data collection and performs analysis to determine optimal organizational performance. Use available data to determine current performance and develop and implement local performance measures as needed to assess current status and practices. Develops initiatives which will enable the facility to provide quality health care to its population while operating in a more effective and efficient manner. Performs continuing evaluations and analysis to assess programs effectiveness and to identify areas requiring management attention. Serves as POC and liaison for multiple programs and software systems. Designs and develops dissemination and training materials, local standard operating procedure (SOP) manuals. Identifies system inefficiencies and develops studies or data collection techniques related to specific identified problems. Organizes, compiles, summarizes, and analyzes the data collected and develops reports which reflect the scope of activities and identifies trends and opportunities. Responsible for the coordination, planning, implementation, and training for service and facility staff in business and functional technology. Serves as the functional expert for matters relating to the Patient Information Management System (PIMS). Responsible for the preparation and implementation of the business contingency plans for system failure specifically addressing manual system backup. Work Schedule: Monday - Friday; 0730 - 4:00. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/31/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: assisting in the development, coordination, or implementation of program applications, processes, or operational procedures, reviewing, evaluating, or analyzing program-related documentation, applications, or submissions for accuracy, completeness, and compliance with established guidelines, providing technical guidance, support, or training to stakeholders regarding program requirements, systems, or application processes, using data, reports, or system-generated information to identify issues, recommend improvements, or support program decision-making, communicating program information, requirements, or procedural updates to internal and external stakeholders clearly and professionally. ~OR~ Education: Successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements and Work Environment: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special demands on the employee.
