SUPERVISORY INTERDISCIPLINARY (SUPERVISORY PROJECT PLANNER - PDC3 CONUS)
What you'd do
You will serve as a Supervisory Project Planner - PDC3-CONUS, in the Planning Design & Construction Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic. These positions may be filled by NAVFAC employees at any of the locations shown above.
Major duties
You will serve as a specialist in data analytics, metrics and NAVFAC E-Systems used to manage PDC workload, labor, and staffing. You will supervise staff in specific tasks, providing guidance and instruction on a project or portfolio of projects, and giving on-the-job training, coaching, and mentoring employees with variable experience levels. You will produce a variety of project determination/planning products/services supporting facility/infrastructure planning studies and projects, including FSRM, acquisition solutions and projects for the Navy, Marine Corps, and supported commands. You will Investigate and resolves problems for which existing guides or criteria are not fully applicable or for which little or no prior experience data exists. You will produce decisions/recommendations for unique, complex situations that require technical solutions, mitigation strategies, or alternatives. You will provide technical skills for a broad spectrum of planning products and services that includes land-use compatibility, mission requirements analyses, economic analyses, and parametric cost estimates.
What you need to qualify
Selective Placement Factor (SPF): This position has an SPF which is CURRENT registration as a Professional Engineer (PE) for the 0801 series, Registered Architect (RA) for the 0808 series or for a Community Planner (0020), certification as an American Institute of Certified Planner (AICP) accreditation via the American Planning Association (APA). You MUST provide a copy of your current registration with your application. NOTE: A copy of a wall certificate that does not show your current registration status will not serve to verify this requirement. In addition to the SPF and Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the (GS-12) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying planning criteria to execute and/or oversee Shore Infrastructure Planning to include regional, installation and area development plans; 2) Executing project planning documents, such as Military Construction (MILCON) and special project planning documentation (DD Form 1391), Basic Facility Requirements (BFRs), Asset Evaluations (AEs), Facility Planning Documents, (FPDs), and economic analyses; and 3) Providing technical references, guidance, training, and mentorship to colleagues and Public Works Department (PWD) staff.
